SAN DIEGO (KGTV) - A North County school district is fighting off potential threats with cutting-edge technology.On Thursday the school board approved plans to install an electronic access control system on its campus by the 2019-2020 school year. Funding for the 4,000 project will come out of the district's capital facilities fund. The system will provide global lockdown capability through panic buttons, card readers, computer, or mobile device.LED lights will notify teachers if their classroom door is locked, they can also lock them manually or with a key card. Teachers can also unlock the doors from the inside if they need to let a student in.Jeff Kaye, President and CEO of School Safety Operations, assesses how secure schools are and offers recommendations.He commended Rancho Santa Fe for a high baseline for emergency preparedness, but says it can always be improved. “What we see with locks at all schools is the inability to lock a door from inside of classroom without the use of keys. It makes sense because most of these schools were designed before we had this type of threat. Locks were meant to secure the school after school, not to keep something bad out during school," said Kaye.Kaye says during the Parkland, Florida shooting someone was killed opening the door to try and secure the classroom. He recommends all schools invest in electronic locks in some capacity.“Money is a tough commodity in education safety, especially in California. So when we have someone trying to sell Kevlar doors or Kevlar safe rooms or Kevlar backpacks and the school doesn't have doors that can lock, we say it's like building your swimming pool before building your house," said Kaye. He says there are more affordable options for larger school districts. “That’s where we need to go in education safety, proactive rather than reactive," Kaye.The International School Safety Institute Conference will be held in San Diego at the end of September. 1969
SAN DIEGO (KGTV) — A local retiree is back home and recounting how a trip of a lifetime turned into a painful nightmare during a ride on a tour bus in Africa.Three weeks later, the pain remains constant. But Jeannette Craig, 68, is grateful."Just so glad to be back home," said Craig, from her hospital bed at Kaiser Permanente San Diego Medical Center.After saving up for more than a year, the Santee woman set out on her dream vacation to southern Africa in September. She was on a tour bus headed to an elephant preserve in the country of Lesotho when the bus overturned, killing three and injuring the 12 others on board.RELATED: San Diego retiree injured in African tour bus tragedy"I was in shock. Things flying everywhere, people screaming. I was screaming, because I was hanging upside down. The guide couldn't unlatch me out of the seat belt, so he pulled me out and I dropped 4 feet," said Craig.Wearing that seatbelt, a habit of hers, saved her life. She says she'll never forget the grim sight of the injured mixed with the dead, as she was transported by helicopter to a clinic, then taken to another in South Africa.She was diagnosed with a fractured pelvis, a shattered leg and torn ligaments, and broken ribs.After her trip insurance initially refused to cover a medical flight home, her family got involved and eventually, the insurance covered the flight. Craig arrived a few days ago.At Kaiser Permanente, doctors would diagnose additional injuries, including blood clots in her leg and lung, and broken bones in her spine and chest.Craig faces a long difficult recovery. The adventuresome retiree is ready to face it."I look forward to physical therapy, I hope within a year, I'll be hiking," said Craig.That recovery will be a long one. SAN DIEGO (KGTV) — A growing group in San Diego is flipping the script on those who fight dense development in their own backyards.They're calling themselves the 'YIMBY' Democrats. YIMBY for "yes in my backyard." Their solution is for more dense development in urban areas where people can live and work. They also seek legislative reform and developments that help combat climate change."It's basic supply and demand," said member Dike Anyiwo. "The more sort of inventory that we're able to produce and build and create, then it stands to reason that prices should go down."RELATED: MISD: Granny flat permits soarTheir ideas appear to be gaining traction. The city recently passed Mayor Kevin Faulconer's plan eliminating parking requirements near transit centers. And the YIMBYs are getting visits from some key politicians, including Assemblyman Todd Gloria, City Councilmembers Monica Montgomery and Chris Ward, and County Supervisor Nathan Fletcher. Plus, some of its members are now landing spots on city planning groups. Anyiwo is now on the Midway Pacific Highway Community Planning Group. Still, concerns remain that the YIMBY plans could lead to too much crowding for the city's infrastructure. SAN DIEGO (KGTV) -- A motorcyclist was killed Monday night, after a crash with a suspected DUI driver in Linda Vista. Police tell 10News the driver of a Nissan ran a red light on Genesee Avenue, slamming into the motorcyclist and dragging them under the car for at least 100 feet. His 8-year-old daughter was in the car when the crash happened. The driver was taken into custody, the motorcyclist died at the scene. SAN DIEGO (KGTV) — A new study reveals the importance of having qualified athletic trainers available at high schools. One of the experts behind the study says he is shocked at how poor a job California does at regulating athletic safety."California is either dead last or next to last in all of these ratings of high school sports safety," according to Dr. Eric Post, an Assistant Professor at San Diego State University, who helped author the study.Robbie Bowers, trainer at Rancho Bernardo High School, says only about 60 percent of California schools have a certified trainer. With several sporting events and practices occurring for each school on any given day, it's nearly impossible even for schools with a trainer to have adequate coverage for all athletes.According to Post's research, that greatly increases the risks for student athletes who suffer an injury. "At schools with low athletic trainer availability, kids with a concussion were more likely to have that concussion go unidentified and also more likely to have that concussion be mismanaged as a result." Post adds that at schools with low trainer availability, an athlete with a concussion was often not treated until 24 hours after the injury. At schools with adequate trainer availability, athletes got initial treatment within 30 minutes.Bowers has backed previous efforts to create a statewide standard and certification; however, those legislative attempts have failed to pass. A new version of the bill is expected to be introduced in the state legislature early next year. 1561
