LOS ANGELES (AP) -- California Gov. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. LOS ANGELES (KGTV) -- Video showed the horrifying moments a coyote crept up to a family and attacked a small child at California State University Los Angeles.Police say the coyote bit the 5-year-old on the leg just before 6:30 p.m., in the 5100 block of University Drive, according to the CSULA.Campus police responded to the incident and began searching the area for the animal. During their search, officers heard a female student scream and found the coyote approaching the student "in an aggressive manner," police said.Officers found the animal and at least one officer opened fire and wounded the coyote, according to the campus.The animal ran off after it was shot. At this time there are no updates on the condition of the child. Los Angeles Department of Public Safety officers are actively searching for the coyote. Although it's not common, coyotes have been known to occasionally attack humans. 944
LOS ANGELES (AP) — Rapper 21 Savage says he will launch a free online financial literacy education program for youth sheltered at home during the coronavirus pandemic. The Grammy winner announced his new Bank Account At Home nationwide initiative on Wednesday. LOS ANGELES (CNS) - Three men and three women were arrested for allegedly toppling and vandalizing a statue of President George Washington in Grand Park, authorities said Saturday.The vandalism occurred about 6:40 p.m. Thursday in the downtown park at 200 N. Grand Ave. in the Civic Center, according to the Los Angeles Police Department.Officers monitoring a nearby protest saw people pulling on red bands tied to the statue's neck, police said.The statue broke off of its base and fell to the ground, where it was spray-painted as the six suspects and others cheered and celebrated, police said.The suspects then hid nearby to change their clothes and conceal items in their backpacks to avoid arrest, police said. But police were waiting when they left the protest at Spring and Temple streets and the six suspects were arrested.Officers recovered items during the arrest including a gas mask, laser pointer, helmet, goggles, arm protectors and change of clothing, police said.The suspects were identified as Elizabeth Brookey, 19, of Burbank; Christopher Woodard, 33, of Los Angeles; Anna Asher, 28, of North Hollywood; Emma Juncosa, 23, of Los Angeles; Andrew Johnson, 22, of Glendale and Barham Lashley, 30, of North Hollywood.The case will be presented to the District Attorney's office for consideration of felony filings, police said. 1351
