SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. No new meeting date was set.Sears declined to comment on the delay.A hedge fund owned by Eddie Lampert, who is also Sears chairman and majority shareholder, was expected to lead financing of the 0 million loan.CNBC reported Thursday that Lampert is looking to ensure that his hedge fund would get paid back first when it comes time for Sears to reimburse its creditors. Specifically, Lampert wants his ESL Investments hedge fund to have the same status as major banks like Wells Fargo and Citigroup that provided the initial 0 million loan, CNBC reported.Meanwhile, Sears is bleeding money. It said it is burning through cash at a rate of 5 million a month, according to its first-day filings.The 132-year-old company has been struggling for several years and is already drowning in debt. It was forced to file for bankruptcy when it came time to make a 4 million debt payment but didn't have the cash.Lampert, who gave up the CEO role at Sears as part of the filing, has been loaning money to Sears for years. But he has always taken steps to ensure that his loans are backed by hard assets, such as real estate or credit card balances, to improve his chances of having the loan repaid even in the case of bankruptcy. It was so thin and it was stringy and I was just sick," said Erin Ostby, a military spouse who used and sold Monat products.Women like Ostby say they watched their hopes for beautiful, healthy hair wash down the drain after using Monat."It's devastating!" said Heather Fox, a customer in Phoenix."I had bald spots in the back of my hair," reported Amber Alabaster of Oklahoma City.Autumn Thomas, a mother in Canada, sent pictures of her 2-year-old son's abrupt and acute hair loss. She included a doctor's diagnosis tying it, as well as pain and redness on the scalp, directly to Monat shampoo.  Fox used it on her son too."And right away he had a reaction to his scalp. He had big, red, open sores throughout his scalp. It was really itchy." As a salesperson, Ostby is what the company calls a Market Partner.  "I have over 100 people in my downline -- customers and Market Partners. I reached up to my W-2 said five figures in those eight months in additional income. So realizing what was happening was a hard pill to swallow."Her decision to stop selling Monat didn't come easily."I was crying to my husband," she recalls. "I was vacuuming every day because I was losing so much hair. And I think I was in denial. I didn't want to believe it was the product."All three women say their Market Partners told them that it was a problem with them and they needed top go to their doctor."I had a full panel done, blood work, everything," Fox said."And there was nothing that pointed to a reason -- besides product use -- of why I lost my hair," Ostby said.They and consumers who complained online were told it was normal and part of a detox process documented in the company's own sales literature.  "We no longer do that. Scientists from all over the world recently returned home after the largest Arctic expedition to date.The Polarstern, a German ice breaker, housed hundreds of scientists who spent time over the past year to do research in the Arctic.“The MOSAiC Expedition is an expedition to the central Arctic. We took a ship, an icebreaker ship, and froze it in the arctic sea ice. It stayed there and drifted with that ice for a full year and that ship served as a platform for doing all kinds of research to understand the changing Arctic sea ice and the implications that has on the arctic system and global system,” Matthew Shupe, scientist and co-coordinator of the MOSAiC Expedition, said. He is also a professor at the University of Colorado Boulder.“MOSAiC really represents the largest expedition to the arctic ever,” he said. “MOSAiC is, I would say, very photogenic. It’s really compelling and captivating to all kinds of audiences.”But the data collected and changed observed during the rip serve a larger purpose than just beautiful, picturesque nature videos and photos.“The Arctic is changing. The sea ice is changing and we knew this,” Shupe said. “But when we went there the ice was thinner than we expected.”That change impacts a number of things. Shupe said as the Arctic changes, it’s opening for business. “It’s opening for cargo transportation, it’s opening for tourism.”It’s an indicator of larger changes as well.“Can potentially affect our weather, you can imagine the large scale circulation of our globe is dependent on things like a cold North Pole versus warm tropics and that affects the large scale circulation,” he said.The data these scientists collected over the span of a year will be used for global climate and weather prediction models.“These models rely on information, we have to understand the Earth's system in order to model it,” Shupe said.Hundreds of scientists from 37 different nations, all focusing on different projects, funded in part by U.S. tax dollars.“This is funded by the national science foundation, department of energy, NOAA, NASA, these are institutions that are funding this kind of research to understand arctic change and how it affects all of us," Shupe said.Next year, you’ll be able to experience the Arctic, too.“This planetarium film is an educational documentary about the MOSAiC Expedition,” said Lianna Nixon, a filmmaker, who spent a few months aboard Polarstern. She documented the expedition for a few months to bring the Arctic to everyone. “What we wanted to do was really express what kinds of science people were doing in the field and take that into your local planetarium.”The 30-minute film will be available at planetariums as soon as next year -- a 2D version will also be available.“The Arctic impacts all of us no matter where we live. The polar regions drive a lot of our global climate systems,” Nixon said.Expeditions to the Arctic have been happening for more than 100 years, but this new data collected by MOSAiC will be used in the science community for years to come.“MOSAiC is building on this history of expeditions to the Arctic,” Shupe said. 3131

Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months.The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight.In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months.
