"At the same time, efforts should be made to put the protection of civilians in armed conflicts into the overall framework of the political process for the peaceful settlement of conflicts.""The responsibility for the protection of civilians lies primarily with national governments," he said. "While the international community provides constructive assistance, it must do so in compliance with the UN Charter, respect the sovereignty of the countries concerned and avoid the interference of their international affairs.""On the issue of impunity, we are in favor that the domestic judicial system of the countries concerned can play the role of the main channel," he said.At present, the key is to ensure the comprehensive, equitable and effective implementation of the whole set of international law and rules that are already put in place in the field of protecting civilians in armed conflicts, he said, adding that relevant UN and treaty organs can continue to play an important role in this regard.

BEIJING, Aug. 20 (Xinhua) -- China's insurers felt the side effect of the country's booming auto market -- with operating losses totaling 2.9 billion yuan (427 million U.S. dollars) in 2009.Insurance Association of China said here Friday that its 30 member insurance companies that are engaged in traffic compulsory insurance business underwrote 85.02 million units of vehicles in 2009, up 23 percent from a year ago.Total compulsory insurance premiums rose 21 percent year on year to 66.8 billion yuan (9.84 billion U.S. dollars), according to the association.Meanwhile, the industry handled 11.78 million claims regarding traffic liability mandatory insurance products last year with reimbursements totaling 47.2 billion yuan (6.95 billion U.S. dollars), it said.Offsetting 2.4 billion yuan (353 million U.S. dollars) investment revenue with 18.6-billion-yuan (2.74 billion U.S. dollars) operating costs, the industry posted a loss of 2.9 billion yuan (427 million U.S. dollars) last year, according to the association.Retail sales of China-made autos rose 17.18 percent year on year to 1.056 million units in July this year, raising auto sales in the first seven months to more than 8.24 million units, up 28.58 percent from a year earlier, according to data from the China Automotive Technology and Research Center released earlier this month.

  

BEIJING, July 7 (Xinhua) -- China's Ministry of Health issued a circular Wednesday advising the nation's medical facilities to gear up for a rise in the number of people suffering from heat-stroke and other heat related ailments given the recent hot temperatures.The number of people suffering from heat-stroke and related disorders has risen sharply over the last few days, reads the circular without giving specific figures.Beijing-based Chaoyang hospital reported a significant increase of cases showing heat-induced symptoms such as dizziness, according to the Health News, the health ministry-run newspaper.The hospital has 450 such cases in emergency care each day now, compared to 360 cases just a few days ago.The ministry ordered hospitals across the nation to make sure people suffering from heat stroke get timely and proper treatment.Beijing reported an average temperature of 40.3 degrees Celsius at 4 p.m. Monday, the highest temperature in the first 10 days of July in 50 years.The capital city cooled a little bit Wednesday, and rains are expected for China eastern regions starting Thursday, offering some respite.

  

BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.
