SAN DIEGO (KGTV) - Students at three Vista Unified School District secondary schools are pivoting to virtual learning on Thursday.The district confirmed Vista High School, as well as Roosevelt and VIDA middle schools, are making the switch after a positive COVID-19 case at each school.According to rules the district's School Board adopted in late October, if one school has two or more positive cases, the whole school will shift to virtual learning for 14 days. The meeting comes days after Governor Gavin Newsom released a mandate saying students can only return to campus when the county has been off the state’s watchlist for two weeks.The discussion focused on tackling challenges for the upcoming school year. All four districts say one of the main issues is a lack of funding.“I listened to the governor speaking about how money has come to school districts,” said Dr. Katie McNamara, superintendent of South Bay Union School District. “It’s good to note that none of that money has arrived yet.”She says they’ve had to dip into the district’s general funds to pay for things like PPE and improving distance learning models.Cajon Valley reopened in-person summer programs last week and say they will be staying open.The County Office of Education says the governor’s order does not apply to camps or day cares.“We have almost 5,000 students on campus, today, right now in a version of summer school that we're calling child care.”The Chula Vista Elementary Union superintendent, Dr. Francisco Escobdedo says they’re paying close attention to testing.“In order for us to feel safe our contagion levels have to lower, the curve has to plateau.”Escobedo adds they’re working on providing more internet hot spots for families who need it. 1446

SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. SAN DIEGO (KGTV) -- SeaWorld San Diego is being allowed to reopen, but certain parts of the park will have to remain closed, a San Diego County spokesman said.A county spokesman told ABC 10News that the park is being allowed to reopen under California’s guidance for zoos.SeaWorld San Diego will be able to open its outdoor areas of the park, but indoor areas -- such as its aquariums -- and rides will not be open to guests under the specific zoo guidance.Under the zoo guidance, the park will have to post a Safe Reopening Plan like other businesses.It remains unknown when the park will officially reopen; SeaWorld San Diego officials did not immediately respond to ABC 10News’ request for comment.The park has been closed since March due to the coronavirus pandemic. The park's website states that for season passholders, tickets will be extended as long as the closure lasted.The company’s most recent earnings report revealed troubling numbers from the second quarter and first six months of 2020, including revenue down 96 percent compared to the same time last year.Parents around San Diego said the news is a welcome sign after a summer of closures.
