(KGTV) - Federal investigators are asking for possible victims of a convicted child predator and retired Vista school district high school teacher to come forward. Tay Cooper, 67, pleaded guilty in 2018 to possessing child pornography. He was sentenced to one year in federal prison and seven years of supervised release. The judge ordered Cooper to pay ,000 in restitution to the four victims identified in the images and videos. Last September, Homeland Security Investigations agents received information from a potential victim who accused Cooper of sexual abuse. The woman says Cooper abused her for eight years when she was a child. RELATED: Former City Heights teacher sentenced for receiving child pornography“Unfortunately child predators don’t usually stop. I don’t know if that’s going to be the case here with Mr. Cooper but we have to do our due diligence to find that out," said Cher Durst, HSI Assistant Special Agent in Charge.Investigators worry there could be more victims due to Cooper's extensive teaching career, which includes 20 years at Rancho Buena Vista High School. Also of concern was that Cooper was a beloved teacher, winning Teacher of the Year two years in a row while in Los Angeles County. "He chaperoned trips, he initiated clubs, things of that nature in the school, which gave him really unlimited access to children in those school districts," said Durst. RELATED: Sheriff's deputy and wife arrested on child porn and rape chargesCooper retired in 2010 but his wife was a career educator in Carlsbad up until last year, worrying investigators he also could have also had access to children there. "These cases serve to remind us of the vast underground world of child pornography where criminals like Cooper lurk. Too often we find that the more we scratch, the deeper the layers of abuse that these predators have inflicted." said Nick Annan, special agent in charge of HSI San Diego. "Internet crimes against children are a priority for HSI, and public tips are key to uncovering the layers, locating victims and bringing predators to justice for these heinous crimes." Anyone who may have had previous contact with Cooper or has information relevant to the case is asked to call HSI San Diego at 760-901-1004. 2261

(CNN) -- Uber released its highly-anticipated safety report on Thursday revealing, among other details, that it received 5,981 reports of sexual assault in 2017 and 2018.Among those, there were 464 reports of rape.Uber first pledged to release the report nearly a year ago in response to a CNN investigation that found at least 103 Uber drivers in the United States had been accused of sexually assaulting or abusing their passengers in the previous four years. The drivers were arrested, wanted by police, or had been named in civil suits related to the incidents. It was the first time that any numbers had been put to the issue.RELATED: Uber, Lyft riders report being charged for cleanup fees for messes they didn't makeAfter CNN started asking questions about sexual assault incidents, Uber announced increased safety measures in 2018, including a partnership with RapidSOS, a company that sends a rider's location and relevant information to a local police agency when the rider uses the emergency button in the Uber app. Uber also revamped its background check policy to conduct annual checks on drivers. Uber ultimately announced it would do away with a policy that previously forced individuals with sexual-assault complaints into arbitration and made them sign non-disclosure agreements.Uber went public in May but warned investors in its IPO paperwork about the report, which it said could negatively impact its brand."The public responses to this transparency report or similar public reporting of safety incidents claimed to have occurred on our platform ... may result in negative media coverage and increased regulatory scrutiny and could adversely affect our reputation with platform users," the company says in the filing.Uber and competitor Lyft have faced legal action related to safety issues around the country. A lack of transparency about the number of incidents involving drivers has been a sticking point in lawsuits against the company. Lyft has also said it will release a safety report by the end of the year. 2044

(CNN) -- President Donald Trump announced Friday that he will "temporarily hold off" designating Mexican drug cartels as terrorist organizations as he said he would last week. "All necessary work has been completed to declare Mexican Cartels terrorist organizations. Statutorily we are ready to do so," the President tweeted. But Trump said he would hold off the designation at the request of Mexican President Andrés Manuel López Obrador, who he called "a man who I like and respect, and has worked so well with us."RELATED: Death toll put at 19 for Mexico cartel attack near US borderMarcelo Ebrard, the country's foreign minister, thanked Trump via his Twitter account for postponing the designation. CNN has reached out to López Obrador's office for comment. He wrote that the US and Mexico would "step up our joint efforts to deal decisively with these vicious and ever-growing organizations!"Designating cartels as foreign terrorist organizations could lead to tougher financial penalties and legal ramifications in the US against those involved.RELATED: Mexico's security strategy called into question after Mormon killings and other violenceTrump told conservative radio host Bill O'Reilly last week that he would "absolutely" designate the cartels and "start hitting them with drones and things like that.""I don't want to say what I'm going to do, but they will be designated," Trump said, adding that the US had offered the Mexican government "to let us go in and clean it out and (the President of Mexico) so far has rejected the offer. But at some point, something has to be done."The President did not specify last week which cartels would be targeted. He said designating cartels would be justified over "losing 100,000 people a year" from drugs coming into the US and human trafficking. 1808
