SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... SAN DIEGO (KGTV) -- Sky10 was there as police and firefighters responded to a car crash in San Carlos Friday evening. The crash, which happened just after 5:30 p.m., happened in the 6200 block of Del Paso Avenue, not far from Patrick Henry High School. The female driver hit the gas pedal instead of the brake when approaching the garage door, police said. She hit the washer and dryer, pushing them through the wall and into the house. The driver and occupants of the home were not injured in the crash. Firefighters helped pull down the garage door and advised the family to have a structural expert check the walls where the washer and dryer pushed through.   700

SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. "You can do it without having to have another person watching you."The test is also much simpler than the traditional upper nasal swab, as it only requires the lower area of the nostril to be swabbed."It actually just goes into the anterior narrows of the nostril area, and you just rotate it five times in each nostril," says Dr. Lu."It can be totally done by yourself, is completely painless, and it takes less than 30 seconds."RELATED: University City lab switches gears to create COVID-19 testsHowever, unlike home-pregnancy tests or DNA swab kits, Dr. Lu says Helix's COVID test still needs to be done in a clinical setting, so medical professionals can report the results and advise patients after they get results."We still think it's essential to have a physician in the loop, particularly for those cases where you do have positives," says Dr. Lu.
