SAN DIEGO (KGTV) — A 4-acre brush fire in Chula Vista highlighted a firefighting technique that's relatively rare throughout the state: nighttime aerial water drops.Once considered too dangerous to attempt, a handful of agencies in California now have the helicopters and equipment needed to handle night operations, including the San Diego Fire-Rescue Department.San Diego Fire has been doing water drops using military-grade night vision goggles since 2005, said pilot Chris Hartnell. The agency expanded its night helicopter coverage countywide in late 2014.Only two helicopters in San Diego County have the capability to do night drops. SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 7.7% in October, a drop of 1.2% from September, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 21,500 jobs month-over-month -- from 1,386,600 to 1,408,100 -- while farm employment contracted from 9,600 to 9,500.The unemployment rate at this time last year was 3%. The region lost 106,500 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 9% from 10.8% the previous month, and the nation's decreased to 6.6% from 7.7%.Professional and business services led all industry sectors in month- over-month job gains at 5,200. The majority of job gains were centered in professional, scientific and technical services -- up 3,400 -- while 1,000 jobs were posted in scientific, research and developmental services.Government jobs grew by 4,300, with 2,700 in local and 2,500 in state government gains. SAN DIEGO (KGTV) - A bizarre series of events led to a woman visiting San Diego with her family, getting attacked in a Hyatt Hotel lobby by a stranger running from a crash scene. Construction workers tell 10News they witnessed a man drive recklessly through a Mission Bay construction zone around 5 a.m., almost striking vehicles.The workers say they jumped in their truck and followed the driver down Quivira Road hoping to get his license plate information.Instead, they say the driver made a U-turn and crashed into their truck and a parked car. The driver’s car immediately burst into flames, but he wasn’t done just yet.According to the construction workers, the man then ran from the scene toward the Hyatt Hotel in Mission Bay.They say they chased him on foot, and held him down in the hotel lobby, waiting for police to arrive.Witnesses tell 10News that’s when the man got away and attacked a woman who was in the lobby checking out of the hotel.The woman’s husband told 10News the man tackled her then put her in the choke hold. The victim’s mother said she believes the suspect was trying to kill her daughter.The victim, her husband and parents were visiting San Diego from Minnesota. They were scheduled to continue their vacation by flying out to Hawaii this morning.They have to reschedule the trip because the victim was taken to the hospital.Police arrested the suspect. They say his motive is unclear.Investigators have not yet determined if the driver was under the influence of drugs or alcohol at the time of the crash. 1547

SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901
