CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. CHULA VISTA, Calif. (KGTV) -- A South Bay teen was recently published in The New York Times, sharing a very personal account of what distance learning is like for him during the pandemic. Isaac Lozano is a senior at Bonita Vista High School, a school in the Sweetwater Union High School District. Lozano praises the district for starting the school year virtually because of COVID-19. Lozano told ABC 10News that sharing his reality wasn’t easy, but he now feels proud that he can be a voice for other students like him.The op-ed titled “Remote Learning Is Hard. Losing Family Members is Worse" was published on Aug. 13.In the article Lozano, a straight-A student, details his struggles with distance learning at home. He lives in a two-bedroom apartment, shares a room with his two brothers, and both parents are essential workers. Lozano also lives in the South Bay, one of the areas most impacted by COVID-19 in San Diego County.Lozano writes about not having a designated place to study, moving from room to room in his family’s apartment. He also highlights internet connectivity issues, but insists he has concerns about going back to school before it is safe to do so.Lozano gets personal in the article, sharing that COVID-19 hits close to home. His uncle died of the virus.Since the article was published, Lozano says he’s heard from people offering to help. He’s also heard from a publishing company, a literary magazine and even received an internship offer from a congressional candidate.Lozano will be applying to colleges in the fall and is interested in applying to Stanford, Yale, and UCLA. CHULA VISTA, Calif. (KGTV) -- The man seen in a viral video being arrested by San Diego Police pleaded not guilty to theft charges Thursday. Trenelle Cannon will be in court again on Friday for reportedly resisting arrest. He is currently being held on ,000 bail. A 12-second-long video that surfaced on social media showed Cannon being struck by police officers. Video later released by police showed what happened in the moments leading up the incident. In the bodycam and helicopter video, Cannon can be seen tackling a police officer before other officers get involved. He was booked into jail and charged with carrying a loaded firearm in a public place, robbery, and identity theft, according to SDPD."A 12 second video of this arrest was shared on social media without any context or details provided," police said in a news release.According to police, undercover officers had been conducting surveillance of Cannon on the 600 block of E Street in Chula Vista when they requested uniform officers to arrest him. SDPD Chief David Nisleit said Cannon then fled from officers, forcing police to give chase. At some point during the chase, a weapon was recovered where a witness last saw Cannon.Nisleit said Cannon was located once again in the area of 1100 4th Ave., where he got into a car with four others. The vehicle then proceeded to get onto Interstate 5, where officers conducted a traffic stop.During the traffic stop, Nisleit said Cannon tackled an officer to the ground, prompting multiple officers to assist in an arrest. Nisleit said officers feared Cannon had another weapon and used a "combination of physical force and distraction strikes" to restrain him."This is a very important key to note, once restrained and no longer a threat to officers no additional force was used on Cannon," Nisleit said.Nisleit said Cannon and the officers involved were not injured, aside from slight abrasions.Internal Affairs detectives were notified of the arrest and will evaluate officers' use of force and whether they followed policy. Based on the social media video and body-camera video, Nisleit said that he believed the appropriate amount of force was used by officers.Shakira Smith, who identifies herself as Cannon’s girlfriend, as well as Cannon’s mother spoke at a news conference Wednesday.Smith said she and Cannon were in a car with several friends when they were pulled over. She claims Cannon was pulled out of the car before being thrown to the ground. She then says officers piled on top of him.Smith made no mention of what happened before the couple got into the car, when police say Cannon led them on a chase, allegedly dropping a gun along the way.After screaming at police, Smith says she started recording the arrest. CHULA VISTA (CNS) - A transient pleaded guilty to an arson count Monday for setting a fire in Chula Vista, one of several blazes he was arrested on suspicion of sparking.Alejandro Gonzalez, 33, is slated to be sentenced Jan. 13 to a 32-month prison term.He was initially charged with four felony counts of arson of a structure or forest involving blazes on May 24, June 14, Sept. 17 and Sept. 20, but those counts were dismissed Monday morning as part of his plea to a newly filed arson of property count.The new count is not connected with a specific fire, but Deputy District Attorney Roza Egiazarian said all the blazes he was charged with setting will be considered at his sentencing hearing.RELATED: Man tied to series of fires in Chula Vista river bottom arrestedAccording to Chula Vista police, who said about a dozen blazes were sparked at various locations throughout the city since late April, Gonzalez was arrested near the scene of a Sept. 20 brush fire.Officers spotted him "walking quickly away" from the blaze in the 1700 block of Fourth Avenue, according to police, who said he had several lighters in his possession and during questioning, "admitted to intentionally setting several brush fires in the river-bottom area over the past five months. CHULA VISTA, Calif. (KGTV) -- The man accused of shooting and killing an employee at a South Bay fast-food restaurant and injuring two others pleaded not guilty in court Tuesday. A judge at the arraignment ordered Albert Lee Blake be held on million bail, noting he poses extreme danger to the public. Blake was arrested in Memphis, Tennessee Friday. “ Investigators with the local task force began to hunt for the fugitive. He was pinpointed in a house on the 2300 block of Hubbard street today. He was taken into custody without incident,” the U.S. Marshals Service said in a news release Friday.Blake is charged with shooting and killing Maribel Merino-Ibanez, 28, and wounding two men on November 6 at the Church’s Chicken on Del Sol Boulevard. Today, Ibanez's mother spoke to news crews after Blake's arraignment, thanking police officers and investigators.Emma Merino said she felt anger when she saw Blake in person for the first time in court Tuesday."It's awful what he did to me," said Merino.
