BEIJING, Sept. 30 (Xinhua) -- Chinese President Hu Jintao made a tour to east China's Anhui Province on Tuesday to inspect rural reform and development.     Hu, also General Secretary of the Communist Party of China Central Committee, visited Xiaogang village of Fengyang county, the first in the country to initiate the household contract responsibility system in 1978. "Chinese companies should learn from the lessons of the Sanlu tainted milk powder incident."     Companies should strengthen management and food safety checks, and make sure their products were safe for consumers, he said.     Hu also heard the work reports of Anhui province during his tour, stressing development in urban and rural areas must be coordinated and that efforts must be made to push forward rural development and reform.

DUSHANBE, Aug. 26 (Xinhua) -- Chinese President Hu Jintao arrived in Tajikistan's capital Dushanbe on Tuesday for a state visit and to attend the 8th Shanghai Cooperation Organization (SCO) summit, scheduled for Thursday.     Hu flew to Dushanbe from Seoul after concluding a state visit to the Republic of Korea, and was met at the airport by Tajik President Emomali Rakhmon.     During his stay in Dushanbe, President Hu will hold talks with Rakhmon and sign bilateral cooperation deals related to political, economic and trade exchanges, according to a senior official of the Chinese Foreign Ministry.     In a written speech delivered at the airport, Hu said China and Tajikistan are friendly neighbors sharing common mountains and rivers.     Since the two countries forged diplomatic ties 16 years ago, bilateral relations have witnessed smooth development with tangible results achieved in political, economic, security and other areas, he said. BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.
