SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. SAN DIEGO (KGTV) -- Technical problems at the state level impacted the California Department of Public Health's ability to accurately report COVID-19 cases."We are committed to the medium- and long-term to address these foundational data issues so that we can approve our importance and our customer service," California Gov. Gavin Newsom said on Monday.According to the state, the data system they use failed, and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, such as contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days."Just thanking all Californians for their patience as we continue to make sure we're sharing this accurate COVID-19 data," said Secretary of California Health and Human Services Dr. Mark Ghaly. "We know how critical it is for planning at the local level for all Californians to feel confident about the trends and where we're heading."Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision-making.But are counties having any issues with the numbers at the local level?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted for positive COVID-19 tests."That answer would be no…we do get cases that we hear that their addresses are mismatched, they've been counted in another county, they were tested and are in another county, and we are still waiting for that information to flow through so I'm not comfortable saying that we're 100% sure that we aren't duplicating any cases," Kern County Public Health Department Lead Epidemiologist Kim Hernandez said.Public health said less than 18.4 cases were reported inaccurately.Kern County Chief Administrative Officer Ryan Alsop told 23ABC News, "The data and duplication that you are asking about is not a reason we are on the state’s monitoring list."With questions about accuracy at the state level and those raised in Kern County, reporter Adam Racusin asked officials in San Diego and San Luis Obispo counties how confident they are in the daily numbers they report to the public."I'm quite confident our numbers are accurate," said San Diego County Public Health Officer Dr. Wilma Wooten. We do not classify those as duplicates but rather they are counted as distinct testing events. That is to say, if one is tested five times, that will show with five distinct test results. All that said, some locations/labs are not reporting ALL their test results (both negative and positive) through our reporting system. Some are only reporting positive tests. So, there may be some under-reporting of negative tests. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. John Slobig, 59 and Terry Jones, 53 are due in court Wednesday afternoon in connection with last Wednesday's home invasion in the 4600 block of Firestone Street.Eighty-seven-year-old Paul Schmidt suffered injuries to his head, arms, and wrist during the attack. "I was very grateful for the work that the police did, " said Schmidt. Schmidt said he's lived in the home for fifty-three years and never felt unsafe. "I know that drugs have been so dominant in our society lately that it's a whole different world that we're living in. Things we used to take for granted, you can't anymore," said Schmidt. Schmidt was installing a ceiling fan when he says three men burst through his front door."All of a sudden, these three guys come in and said this is a robbery and he grabbed scissors and walked up to me and said don't mess with us. I didn't want to die that day, and there was three. I'm one guy, I'm 87, I'm not as tough as I used to be," said Schmidt. He tried to pull one of the intruders by his beard, that's when Schmidt says one of the robbers hit him over the head with a ceiling fan blade."The one guy was higher than a kite; the one they have in custody, he was really a terrible person." Police say the trio ransacked the home and took off in the victim's truck, which was recovered. The suspects have lengthy criminal records. SAN DIEGO (KGTV) - The largest employer in the country is waving away a long standing tradition. Walmart is planning to phase out its greeters at more than 1,000 stores across the country. The retail giant says it is moving forward with a new role called “customer host” that is more physically demanding. The hosts will still greet people but must also be able to pass physical exams including lifting a 25-pound box and climbing ladders. Critics say the move targets their elderly and disabled employees, which make up a significant portion of the company’s greeters. “I can’t do that,” said Adam Catlin, who has cerebral palsy and has worked as a Walmart greeter for a decade. Walmart says it is striving to place greeters in other jobs at the company and the title of greeter will be officially eliminated April 26. “I want to keep my job past April 26 because I have made a lot of good friends and a lot of good memories over the years,” added Catlin. Walmart has not said how many greeters will lose their jobs but adds it is, “extending the current 60-day greeter transition period for associates with disabilities while we explore the circumstances and potential accommodations, for each individual, that can be made within each store.” 1252
