QINGDAO, Shandong, Dec. 26 (Xinhua) -- China's largest rail vehicle maker, CSR Corp. Ltd, over the weekend launched its first test train that features speeds reaching up to 500 km per hour.The six-car train with a fairshaped head is the newest in the CRH series. It has a maximum tractive power of 22,800 kilowatts, compared with 9,600 kilowatts for the CRH380 trains currently in service on the Beijing-Shanghai High-Speed Railway, which hold the world speed record of 300 km per hour.The grey-color train carrying testing and data processing facilities was designed and produced by CSR Sifang Locomotive & Rolling Stock Co., Ltd (Sifang Locomotive), a CSR subsidiary based in the coastal city of Qingdao in eastern Shandong province.Ding Sansan, the company's chief technician, said the concept of the the super-speed train design was inspired by China's ancient sword. The bodywork uses plastic materials reinforced with carbon fiber.Shen Zhiyun, a locomotive expert and academician with both the Chinese academies of sciences and engineering, said the testing of the super-speed train with speeds of up to 500 km per hour will provide useful reference for current high-speed railway operations.

BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.

BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

LOS ANGELES, Dec. 21 (Xinhua) -- The late Apple co-founder Steve Jobs will be honored posthumously with a Grammy award for his contributions to music technology, The Recording Academy announced on Wednesday.Jobs, who passed away Oct. 5 of pancreatic cancer, will receive a Trustees Award for helping create products "that transformed the way we consume music, TV, movies and books," the academy said in a prepared statement.The Apple Computer Inc. first received a Technical Grammy Award in 2002, for contributions of outstanding technical significance to the recording field, the academy said.Along with Jobs, bandleader and composer Dave Bartholomew, recording engineer Rudy Van Gelder will also receive the award.The academy also picked the Allman Brothers, Glen Campbell, Diana Ross and Brazilian pianist/singer/guitarist Antonio Carlos Jobim as recipients of Lifetime Achievement Awards. BEIJING, Dec. 24 (Xinhua) -- Renowned China economist Li Yining said Saturday that adjusting the structure of China's economy is a "matter of life and death" while the structure of GDP is more important than its size.The focus of the country's economic structure adjustment now should be transforming the dual structure in the urban and rural economy, which causes the widening income gaps between urban and rural residents, Li said at the China Economic Forum.He also noted that the key to stimulating domestic demand is to raise the workers' wages.With the external demand waned, the Chinese government has attempted to turn to domestic consumers to take up the slack. The country vows to expand domestic demand next year and increase residents' income, especially for disadvantaged groups.However, Li said raising household income is not enough and the government also needs to improve its social security system as well as increase construction of affordable houses and public rental houses.The country plans to begin construction or renovation on at least 7 million housing units for low-income groups next year, Minister of Housing and Urban-Rural Development Jiang Weixin said Friday.
