SAN DIEGO (KGTV) -- Police are searching for a suspect they say hit a man with his car before leaving the scene in North Park. According to police, the suspect was driving without his headlights on near the 3800 block of 30th Street around 1:30 a.m.After the victim yelled at the suspect for not having his lights on, the two got into an argument before the victim walked away.When the victim was crossing 30th Street, police say the suspect hit the 30-year-old man with his car.The man was taken to the hospital with non-life threatening injuries.Police located the vehicle used in the incident on the 4000 block of Meade Avenue, but the suspect wasn’t inside. 674

SAN DIEGO (KGTV) - Neighbors in College Area are a little more vigilant after a coyote attacking a chicken was caught on camera. Matt Dixon was grilling in his backyard when he heard squawking on the neighboring hillside. “One of the chicken flies into the fence,” said Dixon describing the video he took. “That’s when the coyote popped out of the clearing it there and made its way up and he eventually found what he was after.” Dixon posted the 28-second video online and found that people were quicker to forgive the coyote. “I got a lot of flak for not trying to help save the neighbor’s chicken and I can understand that,” said Dixon, “but it all happened so fast.” Other neighbors say they are more cautious with their children and pets outside knowing there can be coyotes in an urban area. 805

SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions.He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. The drone uses GPS to center itself over the platform and can go straight up 200 feet in the air."You can put cameras on it, communications payloads, you can put a lighting system on it, if you need to illuminate a certain area," Lee said it's able to fly potentially weeks at a time.The infrared or night-vision essential for agencies to locate people in fires, or after a crime. SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches.
