OCEANSIDE, Calif. (KGTV) — Three people were killed on Thursday after an SUV careened off State Route 78 and crashed into a traffic signal pole.A Mitsubishi Outlander was traveling on westbound SR-78 at about 2 p.m. when for unknown reasons it veered off the right side of the freeway near El Camino Real and went down an embankment. The SUV hit a fence and struck a pole at the intersection of Vista Way and Valley Glen Dr., before catching fire, according to CHP public-affairs Officer Mark Latulippe.CHP officers arrived within minutes to find three people trapped inside the vehicle. Latulippe said officers put out the small fire, adding that it appeared all three died on impact and not because of the fire.The driver was the only occupant wearing a seat belt during the collision.The driver was identified as a 43-year-old male from Escondido, the front passenger was identified as a 56-year-old male from Escondido, and the passenger in the left rear of the SUV is a female that is yet to be identified, CHP said.The San Diego Medical Examiner’s Office is working to determine if impairment was a factor in the crash. 1133

OCEANSIDE, Calif. (KGTV) - Police are asking the public's help to identify a man suspected of trying to lure a child away from her mother at a North County Walmart.Oceanside Police said the incident occurred on Sept. 6 after a juvenile female and her mom shopping at the Walmart location at 705 College Boulevard reported a stolen cell phone.Police said security footage showed a man following the pair around the store and taking the juvenile's cell phone from their cart when they were not looking. The mother and daughter reported the phone stolen to security, according to police."Shortly after the girl and her mom reported the lost phone to security, the male started conversing with the juvenile and stated he had her phone in his vehicle," Bussey said.The man started talking with the juvenile, police said, and stated he had her cell phone in his vehicle, a white hatchback, possibly a Hyundai Elantra GT."The male was possibly attempting to lure the juvenile to his vehicle to retrieve the phone," OPD said in a release."I watch really closely. I've got a younger guy so he stays attached to my hip; thank goodness but this is gonna make me even more vigilant. OCEAN BEACH (KGTV) - People in Ocean Beach have hatched a (not-so) secret plan to bring a popular mermaid statue back to town."We’re go-getters. We’re not going to give in. This is going to be a mission," says Claudia Jack, the self-proclaimed leader of Team Mermaid.For three weeks in May and June, a mermaid statue sat atop Ross Rock near Sunset Cliffs. Nicknamed 'Marina', the statue brought tourists and locals to the area to take pictures.For some, it was a nuisance, bringing more traffic and trash. Jack says that's one reason they don't plan to put the mermaid back on the rock."It's my goal to get her repaired and put her somewhere that she'll be appreciated," she says.The mermaid was secretly removed in June by a group calling themselves the Cliffs Crew. For a while, no one knew what had happened to it. Jack says she knows where Marina is located but won't reveal her location."I have not revealed any names or whatever," she says. "It's very hush-hush. But it will come out in the end. In a happy way."Jack has enlisted the help of a few friends and artists to repair some minor damage to Marina. She's also trying to get the entire community involved. Earlier this month, she sent out 300 postcards with a picture of the mermaid on the front. The back simply read "Save the OB Mermaid" and had an email address.She says the response has been overwhelming."What little girl doesn't want to be a mermaid?" she asks.Jack plans to unveil Marina as a statue at the Ocean Beach Holiday Parade in December. After that, she plans to let local businesses bid for the rights to host the statue for a few months at a time. She says the money raised would be used for upkeep.Jack says she already has two local businesses who have expressed interest. After that, she wants to commission a bronze replica that can be a permanent statue near the Ocean Beach Pier.The hope is that Marina can become a local icon like the Cardiff Kook or the Lemon Grove Lemon."She's alive," says Jack. OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions.
