CHULA VISTA, Calif. (KGTV) - A state-of-the-art hospital is nearly complete in the South Bay. The Sharp Chula Vista Medical Center is expanding, adding a seven-story hospital to the current facility. "I think this is just everything for this community, right now we're really the only ones investing down here in the South Bay, in Chula Vista," says Matt Teichner, Sharp Chula Vista Senior Project Manager."Everyone who comes in here gets seen regardless of your ability to pay, we see people from both sides of the border here, and we are just full to the brim every day right now."It will be the first new hospital in San Diego's South Bay in more than 40 years.Planners say patient safety and infection control was the number one factor when designing the new hospital. The new hospital features advanced operating rooms as well as innovative technologies. The new hospital is Sharp HealthCare's largest single investment to-date at 4 million.Construction is scheduled to be complete by August and then a grand opening a few months later. 1054

CHULA VISTA, Calif. (KGTV) — A Chula Vista homeowner encountered an intruder as she was getting dressed in her bedroom, before giving chase.Russell Buckley was alerted to his Ring doorbell video around 6:45 a.m. Friday. A person in a red hoodie was lurking near the front door of his home off Otay Lakes Road, while Buckley was out of town on business."Tried to text my wife to let her know someone was in front of my house," said Buckley.About 25 minutes later, he got another alert. The video showed his wife screaming, as she chased that same man across their lawn."Absolute panic," said Buckley. He phoned his wife Victoria and learned what happened. She was in her bedroom getting dressed while their housekeeper was working in the house. His wife had just put on her shoes when the door opened. A young man with a red hoodie walked in. "She screamed. He screamed and turned around and ran back down the stairs," said Buckley. As he ran, her fear turned into rage."How dare you come into my home ... She has a protective instinct," said Buckley. His petite, 52-year-old wife - all of five feet tall - gave chase."From what I'm told, he dove across the counter and out the window," said Buckley.Buckley showed us a shattered kitchen window, which he says was both the entry and exit point. He says his wife ran out the front door and sprinted toward the intruder, screaming."At one point, she's able to grab him," said Buckley. She tugged at a pillowcase he was holding, stuffed with her daughter's jewelry, but the man got away and into a getaway car - a silver sedan. Buckley is grateful his wife was not hurt, fand still shaking his head over her leap into action."Told her it wasn't the wisest decision, but I'm very proud of her. It was a fight or flight instinct, and more of a fight for her," said Buckley. Buckley says among the items stolen: a gold Chilean communion medallion in his wife's family for more than a century. Police told the Buckleys four young men were recorded in the neighborhood stealing license plates right before the break-in. Anyone with information is asked to call Crime Stoppers at 888-580-8477. 2137

Cigna wants to buy Express Scripts for billion.Cigna is one of the country's largest health insurers, and Express Scripts is one of America's biggest pharmacy benefits managers, which administer drug plans for more than 266 million Americans with employer and government health insurance. If the deal clears regulators, it would be the latest merger to disrupt the health care industry, which has been under heavy pressure in recent years as the federal government, employers and others attempt to control soaring health care costs. Drug prices, in particular, are a target, and pharmacy benefits managers are key players in that arena since they negotiate rebates from drug manufacturers and discounts from drugstores. The merger could give Cigna more control over drug prices, which is a major issue for insurers. Rival insurer Anthem said last year that it would partner with CVS to start its own prescription drug plan manager. And UnitedHealth already has its own drug benefits manager, OptumRX.Related: UnitedHealthcare will pass along drug discounts to some customersLast December, CVS agreed to buy health insurer Aetna for billion. Albertsons announced plans last month to scoop up what's left of Rite Aid. Walgreens bought the other half of Rite Aid last year for .4 billion.Cigna has been trying to strike a major deal for several years. It called off a billion merger with Anthem last year after a federal judge blocked the deal on antitrust grounds.A federal judge also put a stop last year to Aetna and Humana merging in a billion transaction last year. The Justice Department sued to block both deals.Other players are also looking to enter the health care sector in an effort to rein in costs. In January, Amazon announced it is partnering with Warren Buffett's Berkshire Hathaway and JPMorgan Chase to form a company aimed at saving themselves and their workers money on health insurance.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. CHULA VISTA, Calif. (KGTV) -- Pastor Art Hodges stood on the steps of Chula Vista City Hall Wednesday, surrounded by about 50 people of faith. "Hear our prayer. Forgive our sin," Hodges said during the group prayer. The people were rallying against a program that calls for drag queens to read to children. Drag Queen Story Hour is scheduled to start Tuesday at the Chula Vista Civic Center Library. At the rally, those opposing the program said it would harm a child's growth and development. They also demanded public hearings."If there are parents that want drag queens to come read books to their children, they have that right. They're the parents, we're not protesting their right," said Hodges. "But they should do that privately, on their own time, in their own place, on their own dollar."Supporters say the program promotes tolerance and acceptance. Chula Vista Mayor Mary Salas called it "preposterous" to have a City Council vote for a one-hour reading program, which she said would not be canceled. "The City of Chula Vista is proud to celebrate the diversity of our community in all of our programs," Salas said in a statement. "The purpose of this event is to encourage children to use their imagination and creativity and most importantly to read."The tone of Wednesday's rally was much different than one held last week, in which tempers flared from the start. This time, only a handful of Drag Queen Story Hour supporters watched the rally from the side. Supporter Shelley Rudd, a retired teacher, said the drag queen reading program benefits children. "I think that it really helps those children who may be questioning, an opportunity to see that there are options and that it's okay," Rudd said. Last week, a different rally organized by a group called Mass Resistance got heated, with police stepping between both sides on two separate occasions. The Southern Poverty Law Center designated Mass Resistance an anti-LGBT hate group. Its California leader attended Wednesday's rally but did not speak at the podium. 2042
