SAN DIEGO (CNS) - U.S. Navy Secretary Richard Spencer and officials with the San Diego Association of Governments signed a formal agreement Thursday to potentially revamp the Naval Base Point Loma Old Town Complex, which local officials hope to use as a transit hub to connect public rail transit to the San Diego International Airport.SANDAG and local U.S. Navy officials signed a memorandum of understanding on the subject in July that did not require either party to take action on the 70-acre property but allowed both sides to discuss their vision for the complex's future.The agreement with Spencer and the Navy will supersede that document and start a path to San Diego's own "Grand Central Station" while working to modernize the complex for Navy uses as well.RELATED: SPAWAR area could be missing link to San Diego's airport transitIt outlines goals for this year and next year like finding funding for site planning, starting the environmental planning process, potentially drafting legislation and requesting congressional authorization if necessary."San Diego is a city of innovation and exploration that matches the work ethic of every sailor and Marine at sea," Spencer said. SAN DIEGO (KGTV) --  It was a normal Thursday night for Rob Perelman. His Uber app was on and he was picking up passengers in San Diego. Then suddenly, things changed and his passengers got violent. You may have seen the video by now - a car crashing in Banker's Hill after the passengers began violently beating the driver.RELATED: Uber driver attacked by drunk passengersFriday, Perelman spoke for the first time about his early-morning attack. He told 10News what happened Friday morning isn't an Uber problem - they were just bad apples. "I've done 4,999 rides with good people," Perelman said. "And one with a bad person."Perelman gave that bad ride sometime after 1:00 a.m. Friday. He picked up the passengers in Banker's Hill and almost immediately realized they were drunk. "My gut feeling said to drive away," he said. "But I'm here to give people rides home, and I said you know what, 'we've all been the drunk guy just trying to get home from the bar, let me give these guys a ride home.'"MAP: Track crime happening in your neighborhoodHe only made it two blocks. "The guy in the back seat starts puking out the window...and if he can't make it two blocks, he's definitely not going to make it 10 minutes," Perelman said. So he pulled over and asked the two to get out of his car. He told 10News that he even tried opening the door for one of them."Still nothing happening, so I say a third time, 'get out of the vehicle or I'm calling 911,'" Perelman said. That's when things got dangerous, and the passenger next to him attacked with a fury of punches."And he's not stopping, he's just beyond the point now," Perelman said. "Probably doesn't know what he's doing, just starts throwing punches at my head, I can't get him to stop. I've got my glasses on, he knocks my glasses off."Perelman says he was left with two options. Take the beating or jump out of the car. He took option two, jumping out of the car while it was still in drive and running to a nearby house to call the police.After the car crashed, the passengers seemed to have a moment of clarity and took off. Perelman says he left behind a shoe, a cell phone and ,000 dollars in damages to his car.Even though he had a bad experience, Perelman says he just wants to get back on the road. "I'm just happy that I was able to get out safely and I've got a few bruises on my head, but I was able to walk away, so I'm lucky that it didn't escalate," Perelman said. "I don't know if he has a gun or knife, I just said let me get out of the car I don't care about the vehicle right now."Since Uber knows who the men are, the plan now is to find them and press charges.10News reached out to Uber about the attack. SAN DIEGO (KGTV) - A grandmother of four had a granny flat constructed in her Point Loma backyard to help finance her retirement. Dianne Rodriguez will be retiring in the next few years after decades of working in the hospitality industry. This year, she decided to build a retirement plan. She spent ,000, construction and permits included, for a pre-built granny flat.Work started in April. The landscaping and final touches were recently completed on a 375-square-foot, one bedroom, one bath tiny home, which she plans to rent out as vacation rental on Airbnb. "Living on a fixed income won't be easy. This will supplement our income and enable us to stay in San Diego, and do some traveling," said Rodriguez.She opened it up to her first tenant this week. The cost of the granny flat will add about 0 dollars to her monthly mortgage. She hopes to take in about ,000 a month from renting it out, which translates into an extra ,700.The company that built her tiny home is Instant Guest Homes. Owner Michael Avery says interest in tiny homes has surged since the City of San Diego relaxed its granny flat fees in May. SAN DIEGO (KGTV) — A 36-year-old Filipino man was arrested soon after police say he shot a woman twice in the back as she sat in her car outside a Bay Terraces apartment complex.San Diego Police say Emmanuel Ocular walked up to the 20-year-old woman as she was in her car in the 6800 block of Doriana St. at about 9:30 p.m. Thursday. Without warning, Ocular shot the woman twice in the back and fled the scene, police say.The woman was taken to a nearby hospital with non life-threatening injuries.Soon after, police located Ocular in the 4800 block of Eastgate Mall and arrested him.Police did not immediately have a motive for the shooting. SAN DIEGO (KGTV and CNS) -- Opening statements will likely begin Thursday morning in the retrial of Kellen Winslow II, who is charged with raping a woman in Encinitas and an unconscious teen in Scripps Ranch in 2003. Winslow was previously convicted of raping a homeless woman and exposing himself to two others. After a week of deliberations, the Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges. Those charges included rape and kidnapping in connection with two other women.
