People in Canada are cheering, enduring long lines and honking their car horns in support as the country's first marijuana dispensaries open their doors Wednesday."I'm having a plaque made with the date and time and everything. This is never actually going to be smoked. I'm going to keep it forever," said Ian Power, who was among the first to buy marijuana in St. John's, a city in the country's easternmost province of Newfoundland and Labrador.Like Power, hundreds are now legally buying recreational marijuana all over Canada but not without adjusting to a few rules.As marijuana enthusiasts continue celebrating this historic day for Canada, here's a quick primer to get you up to speed. 701

PARKER, Colo. — When 22-year-old Hannah McNeill went to sleep one night in August earlier this year, she had no idea her life was going to be dramatically altered. She woke up, couldn't move her legs and eventually was diagnosed with a rare polio-like disease that is now on the rise in Colorado."You never think it would happen to you so you don't prepare for it," she told KMGH. Acute flaccid myelitis is a spinal disease caused by a form of enterovirus. It's extremely rare and usually impacts children, causing loss of feeling and use of the arms or legs. It can leave children with permanent paralysis. "I was trying to move my toes and my feet and nothing would happen," she explained. "I knew what I wanted to do but I couldn’t pull my leg up, couldn’t take a step."Health officials report 14 cases in Colorado so far in 2018. The Colorado Department of Public Health and Environment said of those cases 11 people tested positive for enterovirus A71, one tested positive for enterovirus D68 and two people tested negative for any type of enterovirus."While all the patients were hospitalized, nearly all have fully recovered. There have been no deaths," CDPHE's Shannon Barbare said in a statement. But McNeill still hasn't fully recovered. "I still don't have all my leg strength which is why I'm in a wheelchair," she said."There is no vaccination or specific treatment for enteroviruses. People with mild illness typically need treatment only for symptoms," Barbare said in a statement. "However, some illnesses caused by EV-A71 and EV-D68 can be severe enough to require hospitalization."Colorado has previously had outbreaks of the less-common enterovirus types. Enterovirus D68 sickened 11 people with AFM. Enterovirus A71 caused similar epidemics to this year's in 2003 and 2005, the CDPHE said.The CDC has a web page devoted to AFM. It says that most patients afflicted by the disease are children and that scientists have not yet determined a single pathogen detected in patients’ spinal fluid that causes AFM.But in McNeill's case, she said she's not done getting back to her normal life. She goes to physical therapy three times a week and has been making progress in the weeks since she was released from the hospital. "Two months ago I couldn’t walk, now I can in my walker," she said. "I have to get on my feet. I have a horse to ride. I have hair to do. I have so much life to live so this isn't gonna stop me now." 2545

POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. Our nation’s veterans and Gold Star families will receive free access for life to any national park, national wildlife refuge, and other federal lands.Beginning Veterans Day, which is Wednesday, the Department of Interior said they would permanently waive the entrance fees for them.“The Trump Administration is committed to honoring American patriots – the men and women who have served in our armed forces,” said Secretary Bernhardt in a press release. “With the utmost respect and gratitude, we are granting veterans and Gold Star Families free access to the iconic and treasured lands they fought to protect starting this Veterans Day and every single day thereafter.”To get the free pass, which is called America the Beautiful, veterans must provide a form of identification that would show they served in the armed forces or in the United States National Guard and Reserves.Gold star families are next of kin of a member of the United States Armed Forces who lost his or her life in a war, an international terrorist attack, or a military operation outside of the US while serving in the armed forces, the department said.With the pass, 2,000 federal recreation sites on more than 400 million acres of public lands, including Yosemite, Grand Canyon, Arches, and Mount Rushmore National Memorial, will be accessed.The department already waives fees for active-duty military service members. 1403

(KGTV) - A San Diego native who was living in Paradise safely escaped the Camp Fire, however, she fears her home has been destroyed.Leila Rodriguez grew up in San Diego and moved to Chico for college. She said she recently moved to Paradise with her boyfriend.She was at work when the fire broke out but her boyfriend rushed home to save his mom and their dog.
