She agreed, but during the drive, she says he fidgeted with his blinkers and asked her to exit the SUV to make sure they were working. But apparently at least one woman did. (KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. IMPERIAL BEACH (KGTV) - Medical examiners identified the body found floating off-shore in Imperial Beach as 29-year-old Zabiullah Rahmani.Rahmani leaves behind a wife of nearly ten years and two 7-year-old twin daughters. Ramzia Rahmani tells 10News, "I can say it was horrible and it still is." Less than a week since she lost her husband and the feelings are still raw, "The fire is burning in my chest whenever I see my girls ask about their father. It'ss too hard to face their questions, it's hard to answer their questions about their dad."She tells 10News, her husband left Saturday night to hangout with friends down in Imperial Beach. She says he was planning to be home for midnight but the hours after turned into Monday, "The doorbell rang and I saw there was two police officers and I felt bad. I thought maybe something happened to my husband." Thinking something bad but never imagining it would end up being her worst nightmare, "It's hard for me to believe hes not with me anymore." Thankfully she has support from family members like Zabi's cousin, "I'll try my best to be like a father to Zabi's kids and treat them the same way I treat my kids." In a scene reminiscent to what played out in Minneapolis on Memorial Day, Oklahoma City Police released video of a May 2019 incident of a man dying while in police custody.Body worn camera video was released to the public this week.The video shows as officers attempted to place him in handcuffs, Derrick Scott told officers multiple times “I can’t breathe,” a line that George Floyd used moments before he died in Minneapolis. One of the officers responded to Scott, “I don’t care.”The video shows officers struggling to place Scott in handcuffs.Unlike in the Floyd incident, the only video available from last May’s incident was from body camera footage.The May 2019 incident began on a call of a black man carrying a gun. After police arrived, officers talked to Scott. The body cam footage then showed officers chasing a fleeing Scott.Officers caught up to him and tackled Scott. Two officers straddled Scott until a third officer arrived and told Scott to stop resisting.It took all three officers to bring Scott into custody. An officer continued to hold a knee against Scott’s leg.Scott then didn’t say anything for four minutes, which prompted officers to call for EMTs. Scott died an hour later. An official autopsy stated that Scott had a collapsed lung at the time of his death, but did not give the manner for his death.The officers were cleared of wrongdoing. 1380
