The Trump administration plans to announce the long-anticipated federal rule officially banning bump stocks in the coming days, according to US officials familiar with the matter.Bump stocks gained national attention last year after a gunman in Las Vegas rigged his weapons with the devices to fire on concertgoers, killing 58 people. President Donald Trump vowed to outlaw the devices soon after the tragedy, and some lawmakers on Capitol Hill urged him to back a permanent legislative fix.But opposition from lawmakers and the National Rifle Association ultimately made a regulatory change the only realistic path forward to accomplishing the President's goal.The devices make it easier to fire rounds from a semi-automatic weapon by harnessing the gun's recoil to "bump" the trigger faster -- an operation that caused officials at the Bureau of Alcohol, Tobacco, Firearms and Explosives during the Obama administration to conclude that it's merely a gun accessory or firearm part, not subject to federal regulation.At Trump's direction, however, the Justice Department submitted a proposed final rule earlier this year that upended the Obama-era interpretation, and concluded that bump-fire stocks, "slide-fire" devices, and devices with certain similar characteristics all fall within the prohibition on machine guns by allowing a "shooter of a semiautomatic firearm to initiate a continuous firing cycle with a single pull of the trigger," and therefore, they are illegal under federal law.Under the new rule, bump stock owners would be required to destroy or surrender the devices to authorities. Members of the public will be given 90 days to turn in or otherwise discard their bump stocks, according to a source familiar with the final rule."Bump stocks turn semiautomatic guns into illegal machine guns. This final rule sends a clear message: Illegal guns have no place in a law-and-order society, and we will continue to vigorously enforce the law to keep these illegal weapons off the street," a senior Justice Department official told CNN Wednesday.Republican lawmakers, who are typically opposed to federal agencies writing regulations to accomplish what Congress hasn't directly legislated, had insisted that the Justice Department and ATF write a new regulation. Whereas some Democrats, such as Sen. Dianne Feinstein of California, have repeatedly cautioned that such a ban would likely result in lawsuits given ATF's earlier interpretation.ATF Acting Director Thomas Brandon acknowledged in a Senate hearing this summer that he has been advised that banning bump fire stocks through executive regulation could lead to court challenges that would delay the implementation of a ban.Trump said last month he told the NRA "bump stocks are gone," but how the group responds to the final rule remains to be seen. A spokesperson for the NRA said in October 2017 that the ATF "should review bump-fire stocks to ensure they comply with federal law," but made clear it opposed the broader gun-control legislation raised by some in Congress.In June, Slide Fire Solutions, the Texas company that invented the bump-fire stock device and was its lead manufacturer, announced on its website that it would stop taking orders for its products and would shut down its website.The company, however, directs buyers to RW Arms, an arms dealer also based in Texas, which appears to be selling the remainder of Slide Fire's inventory. RW Arms was advertising for bump fire stocks made by Slide Fire as recently as this week, when they offered a Cyber Monday sale on the product. He's pleaded not guilty in both.Prosecutors have previously revealed that the Justice Department directed Mueller to look into allegations that Manafort coordinated with Russians during the campaign, yet they have not previously hinted that others besides Manafort could be central to the Russia probe. Wednesday's court filing acknowledges multiple relationships that are part of investigative threads."The investigation consists of multiple lines of inquiry within the overall scope of the Special Counsel's authority. Many aspects of the investigation are factually and legally interconnected: they involve overlapping courses of conduct, relationships, and events, and they rely on similar sources, methods, and techniques. The investigation is not complete and its details remain non-public," prosecutors wrote.If they were to be unsealed, "warrant materials reveal investigative sources and methods, preliminary factual and legal theories, and evidence that has already been gathered -- including from grand jury processes. They show what has been searched -- including electronic facilities where the search itself is protected by a non-disclosure order -- and indicate what has not been searched. And the dates and volume of warrants reveal an investigation's direction."The Special Counsel's Office said it wouldn't oppose formally unsealing two search warrants that were made public through recent court filings in Manafort's case, though parts of them remain heavily redacted.CNN, along with The Associated Press, Politico, The Washington Post and The New York Times, initially asked the court to unseal all the search warrants used in the investigations and other sealed documents related to Manafort's two federal criminal cases. 2838

The Sinaloa drug cartel, once run by one of the most wanted men in the world, El Chapo, has made its way to Northeast Ohio. It's a drug-trafficking ring moving large amounts of drugs from Mexico onto the streets."I don't think people understand how significant and embedded it is in Northeast Ohio," said Keith Martin, Assistant Special Agent in Charge of Cleveland's Drug Enforcement Administration. Authorities recently found a stash house in a Maple Heights neighborhood and another on Cleveland's west side. "The unfortunate fact is the drugs on our streets come from somewhere. Coco plants don't grow in Cleveland. Poppy plants don't grow in Parma, they come from somewhere else. They are, increasingly, in almost every case, the drugs are coming from Mexican cartels," said Justin Herdman, U.S. Attorney for the Northern District of Ohio. A three-year long DEA investigation, dubbed "Operation Loaded Deck," focused on taking down the local arm of the notorious Sinaloa cartel. During the investigation, authorities seized large quantities of heroin, cocaine and fentanyl, some of which were concealed in hidden compartments in cars. The drugs were moved across the U.S.-Mexican border and transported in these cars outfitted with secret traps. "Often times they'll go to great lengths, whether they've constructed a trap in a vehicle or a natural void in the vehicle," Major Gene Smith with the Ohio State Highway Patrol said.Just as astonishing, Cartel members were hiding in plain sight the whole time, even taking in a Cavaliers game — courtside."These aren't street-level dealers, they were dealing in massive quantities and, in return, huge amounts of cash," Herdman said. By the end of the investigation, 29 kilos of cocaine, eight kilos of heroin, a kilo of fentanyl and four pounds of marijuana were seized, along with nearly 0,000, guns, vehicles and dozens of cell phones. Operation Loaded Deck ended with 19 people sent to federal prison for their roles in the drug trafficking organization. 2115
