The vote was not without heavy opposition from local business groups. One of the ban's opponents, the San Diego Chapter of the California Restaurant Association, asserted that small food-service businesses could be forced to spend up to 145 percent more for polystyrene alternatives like compostable paper. 306

The trial, which is expected to last three to four weeks, will not be heard by a jury. Instead, San Diego County Superior Court Judge Kevin A. Enright will oversee the entire trial at the downtown San Diego courthouse.Plaintiffs' attorney Ed Chapin said, "We are eager to get this trial underway and concluded so the young women who were victimized by GirlsDoPorn.com can secure the compensation and vindication they need to begin healing and rebuilding their lives. This long, drawn-out ordeal has taken a terrible toll on many of them." 538

The trial has not touched on Russia or the 2016 election. Instead, the focus has been entirely on Manafort's finances.Prosecutors say that Manafort collected million in his foreign accounts from 2010-2014 and spent more than million on luxury purchases in the same time period, including high-end clothing, real estate purchases, landscaping and other big-ticket items. They also alleged that Manafort lied to banks to take out more than million in loans after his Ukrainian political work dried up in 2015 and accused him of hiding foreign bank accounts from federal authorities. Manafort also was charged with receiving loans from the Federal Savings Bank after one of its executives sought a position in the Trump campaign and the administration, according to prosecutors."Mr. Manafort lied to keep more money when he had it, and he lied to get more money when he didn't," prosecutor Greg Andres said told jurors during closing arguments. "This is a case about lies."Defense attorney Richard Westling said Manafort became the special counsel's victim in a "selective process of pulling" his financial records to concoct a narrative of an "elaborate fraud scheme." (Ellis, who has been a colorful, and at-times controversial, presence during the trial, later instructed the jury not to consider such characterizations of Mueller's team's motives.)Manafort defense attorney Kevin Downing told reporters that his client was "very happy" with how closing arguments went. "His defense team got to address the jury, point out the shortcomings in the government's case and explain that the government has not met their burden of proof," Downing said.Manafort faces up to 305 years in prison if convicted on all charges. 1726

The researchers weren't necessarily looking for this neutron star. Rather, it was happenstance as they searched for gravitational waves."At Green Bank, we're trying to detect gravitational waves from pulsars," said Maura McLaughlin, study author and Eberly Distinguished Professor of physics and astronomy at West Virginia University. "In order to do that, we need to observe lots of millisecond pulsars, which are rapidly rotating neutron stars. This is not a gravitational wave detection paper but one of many important results which have arisen from our observations."They were able to measure its mass because of a white dwarf companion star that warped the space around both stars. This warping acted as a way to accelerate the pulsar's pulses through space. They could learn the mass of the white dwarf and neutron star this way through the "Shapiro Delay.""Neutron stars are as mysterious as they are fascinating," said Thankful Cromartie, a graduate student at the University of Virginia and Grote Reber pre-doctoral fellow at the National Radio Astronomy Observatory in Charlottesville, Virginia. "These city-sized objects are essentially ginormous atomic nuclei. They are so massive that their interiors take on weird properties. Finding the maximum mass that physics and nature will allow can teach us a great deal about this otherwise inaccessible realm in astrophysics."Due to their mysterious nature, astronomers still want to answer more questions about neutron stars and this unique one could help them. They want to know if crushed neutrons become a type of "superfluid," what the breakdown looks like and where the actual tipping point lies when gravity takes over."The orientation of this binary star system created a fantastic cosmic laboratory," said Scott Ransom, study co-author and an astronomer at the National Radio Astronomy Observatory. "Neutron stars have this tipping point where their interior densities get so extreme that the force of gravity overwhelms even the ability of neutrons to resist further collapse. Each 'most massive' neutron star we find brings us closer to identifying that tipping point and helping us to understand the physics of matter at these mind-boggling densities." 2221

The speed limit reduction for the eight-mile stretch starts March 11 at midnight, Caltrans officials said, and it is “designed to increase the safety of the traveling public and highway workers during construction.” 215
