SIRTE, Libya, March 27 (Xinhua) -- China expects that the Arab summit in Libya can coordinate the inter-Arab relations and make achievements in the Palestinian cause, a senior Chinese diplomat said here on Saturday."We hope the Arab countries could coordinate internal relations and achieve positive results in reconciliation among Palestinian factions as well as the resumption of Palestinian-Israeli talks at the summit," said China's Special Envoy to Middle East Wu Sike in an interview with Xinhua on the sidelines of the 22nd Arab Summit in the Libyan city of Sirte.As a special representative of Chinese Foreign Minister Yang Jiechi, Wu attended the opening ceremony of the summit at the invitation of the Arab League Secretariat. He transmitted a letter of Chinese President Hu Jintao to the Arab leaders."I will convey a strong message of China that we attach great importance to relations with the Arab world, and wish to promote further developments of such relations in the future," Wu said.Wu said China and the Arab world have a long history of friendly relationship. Since the founding of the China-Arab Cooperation Forum, the two sides have seen considerable progress made in the fields of political, economical and cultural exchanges as well as energy and environmental cooperation, and more than 10 mechanisms on exchange and cooperation have been established."China-Arab Cooperation Forum has become a successful brand," said Wu.Wu said before coming to Libya, he participated in a reception in Beijing together with Arab diplomats to celebrate the 65th anniversary of the establishment of the Arab League. These ambassadors and representatives highly appreciated the relationship between China and the Arab countries.Wu also said he would brief the Arab League headquarters and Arab foreign ministers on China's preparatory work for the foreign ministers meeting under the mechanism of the China-Arab Cooperation Forum to be held in May and convey the invitation of Chinese Foreign Minister Yang Jiechi.Asked about the Palestinian issue, Wu said "As a friend of the Arab world and the Palestinian people, China is very concerned about the Palestinian-Israeli conflict and has made unremitting efforts to push the issue solved through political negotiations."To achieve a comprehensive settlement of the Middle East issue and establish an independent Palestinian state are China's consistent position, he added."There are some new developments of this issue, and China has been in contact with concerned parties to promote the peace process," he said.The annual Arab summit opened here earlier in the day. The two- day gathering will focus on a package of issues facing the Arab leaders, including rescuing East Jerusalem from Israeli violation, the reconciliation of the Arab world and the Iranian nuclear issue.

The forum drew more than 400 leading government leaders and officials, leading scholars and entrepreneurs from over 50 countries and regions this year.Cambodian Prime Minister Hun Sen, Lao Prime Minister Bouasone Bouphavanh, Myanmar Prime Minister U Thein Sein, Vietnamese Prime Minister Nguyen Tan Dung and World Economic Forum Founder and Executive Chairman Klaus Schwab attended the forum.

BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.

  

YUSHU, Qinghai, April 15 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday called for unremitting efforts to save people's lives in a visit to the quake-hit area in northwest China's Qinghai Province."The top priority is to save people. We will never give up even if there is only a slim hope," Wen told a meeting at the quake-relief headquarters in Yushu.Wen arrived in Yushu prefecture Thursday afternoon after a three-hour flight and rushed to the worst-affected areas.He visited the ruins triggered by the quake and a local hospital to inspect the rescue work, expressing his sympathy to families of the victims.Chinese Premier Wen Jiabao (R) visits a Tibetan woman in Yushu, northwest China's Qinghai Province, April 15, 2010. BEIJING, April 22 (Xinhua) -- China's top food safety authority issued new regulations Thursday, setting more stringent requirements on the use and the approval of food additives.The Ministry of Health's "Regulations of New Food Additives," published on its website, set six new restrictions on the use of food additives.The new regulations forbid the use of food additives to mislead consumers about the content and quality of food or to fake food content.Using food additives to disguise decaying and bad quality food is also forbidden.Under the new regulations, food producers are required to use the minimum amount of necessary food additives, and are not allowed to use those that would reduce the nutritional value of food.The ministry would approve new food additives, only if they are proved to be necessary in food production and safe for humans in tests organized by the ministry, the new regulations stipulate.The ministry must conduct reassessments of the safety of its approved food additives, when their necessity and safety are questioned by new research results.The new regulations takes effective Thursday.Food quality in China has been a major concern after a series of scandals.In 2004, at least 13 babies died from malnutrition in the east China's Anhui Province and another 171 were hospitalized, after consuming infant milk powder that contained too little protein.In November 2006, the country's food safety authorities found seven companies producing salted red-yolk eggs with cancer-causing red Sudan dyes to make their eggs look redder and fresher.And in 2008, six babies died and 300,000 others fell ill after being fed with baby formula made from milk contaminated with the industrial chemical melamine.
