OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. "Our goal is to make this the safest and best-planned community we possibly can. Through enhancement like offers, irrigation, setbacks, high fuel mod zones," Hammond said. 2187

(KGTV) - Lifeguards saw a lot more people up and down San Diego's beaches, and with that, a lot more rule breakers."It’s definitely the start of summer, we’ve been pretty busy this weekend," Del Mar Lifeguard Chief Jon Edelbrock said.In Oceanside 10News saw a couple families staked out under umbrellas brought from home, just feet away a man was buried in the sand. All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. Officials with Operation Warp Speed confirmed Wednesday that they remain on track in their goal to distribute 20 million initial doses of COVID-19 vaccines by the end of the month.Health and Human Services Sec. Perna, said Wednesday that the first shipments of Pfizer's COVID-19 vaccine were delivered largely without issue.The briefing comes just two days after medical centers across the country began administering the first initial doses of a COVID-19 vaccine made by Pfizer. That vaccine was approved for Emergency Use Authorization by the FDA last Friday and was formally recommended by the Centers for Disease Control and Prevention over the weekend.The briefing also comes a day before a vote by an FDA panel on whether to recommend a COVID-19 vaccine produced by Moderna for Emergency Use Authorization. Should the panel vote in favor of the recommendation, it would keep the Moderna vaccine on track for authorization by next week.In a report released Tuesday, the FDA reaffirmed Moderna's safety and efficacy statistics that were published following the conclusion of the drug's Phase III trial. Slaoui also said that a vaccine candidate produced by Johnson & Johnson is slated to fill its Phase III trials by tomorrow, and that initial efficacy data for that drug would be available by early January. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283
