(KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback.If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego.The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. Some locals have already submitted letters to Encinitas City Council against the idea: "While a homeless parking lot may sound like a compassionate idea, it will be problematic for the area," wrote one resident."I am not opposed to helping, I am opposed to the location," said another, citing safety concerns."I wonder who is going to pay for the added police patrol/protection when this upscale neighborhood becomes a hep-c ghetto like parts of downtown San Diego," wrote another resident."There's something a bit crazy about allowing homeless people to live in one of the most desirable towns in the world for free, no strings attached," another local wrote.Much of the money to be used for the program comes from a state grant. (KGTV) - Westfield Mall will be terminating its leases with two pet stores operating on their properties in San Diego County.It comes after two animal rights groups filed a lawsuit against Westfield and Bark Avenue, the pet store in the North County Fair mall.“We want to shut them down,” said Bryan Pease, attorney for the Animal Protection and Rescue League and Not One Animal Harmed.The complaint accuses Bark Avenue of unfair business practices. Despite a new state law that prohibits the retail sale of cats, dogs and rabbits, except for rescues, Bark Avenue has continued to sell purebred and designer puppies. (CNS) - A motorcyclist was traveling at high speed when he collided with a pick-up truck on Interstate 15 in Escondido and was thrown into traffic lanes, where he was struck by multiple vehicles, the California Highway Patrol reported Monday.The CHP is seeing witnesses to the collision, which occurred about 9:55 p.m. Sunday near Via Rancho Parkway.A 48-year-old man from Chula Vista was riding a Harley Davidson Softail on the Centre City Parkway on-ramp to the southbound I-15 at a high rate of speed, according to CHP Officer Mark Latulippe. As the motorcyclist transitioned from the ramp onto the freeway, he sideswiped a Toyota Tundra traveling in the far right lane, the officer said.The initial contact between the Toyota and the Harley Davidson caused the motorcyclist to lose control, and the rider to be ejected, he said. Before emergency personnel arrived at the scene, multiple vehicles struck the motorcyclist, who was pronounced dead at the scene.He was not immediately identified. 1022

She noticed while working at a restaurant, she kept bumping into things, and later became very concerned when she fell down the stairs at her home. She says her vision was fine when looking straight ahead, but was losing sight from the outside in. A doctor originally though she had a detached retina, but that wouldn't be the case."It was this rare disease and it was progressive. At the time they thought I was going to be totally blind within a year."She would lose 98% of her vision, and started to think her days as an athlete were over."The words athlete and blind were not in the same sentence for me."The treatment for her disease was to suppress the immune system, but the medication she was taking caused her to put on weight. That's when she started swimming, riding a spin bike, and jogging."Someone said your swimming, you're biking, and you're running. Have you ever thought about doing triathlons?"She thought it sounded terrifying but fun. And not only did she give it a try, she excelled."I'm currently ranked number 6 in the world and number 1 in the United States."With 98% vision loss, she has implants in her eyes to help her see. Then she was introduced to Iris Vision. A product which at first glance looks like goggles. But for Amy, it would totally change the way she trained."It increases my visual fields," she says. "My vision is super tiny, it's like looking through a straw. What's cool about Iris Vision, is it allows me to see my computer screen, and more importantly, I can now see my heart rate and what my speed is. I'm can now see what the prescribed workout is that my coach sent to me."She has become a very successful triathlete, as she made the national team back in 2015. It takes a huge team of doctors, because my eye disease is an autoimmune condition. So to get to Tokyo is pretty miraculous at my age. (KGTV) -- The County is investigating complaints from neighbors that a business owner with a criminal history for fraud may have converted a former hotel into a drug treatment center without proper permitting.Residents living near the former site of the Tuscany Village Resort on Circle R Way in unincorporated Escondido say they started noticing people wandering trough their neighborhood this summer."The people that are staying there have told us they're getting treatment," said one neighbor, who asked not to be identified.The property was acquired in March by NSI Services, LLC, according to public records. The company identifies itself as a "drug rehab" in its incorporating paperwork."Our concern is the safety and well-being of our community with a gentleman who seems to have disregard for the law," the resident said.NSI Services is owned by Larry Burns, an entrepreneur with several aliases who served prison time for mail and wire fraud and has been charged with crimes in at least three states.Burns, who also goes by Lawrence Burzynski, did not respond to phone calls by 10News seeking comment Monday or Tuesday.Burns was once the president of the Escondido-based Crosby Centers and is listed as a director of the Crosby Clinic on its website. Neighbors say they've seen a Crosby Clinic van parked at the resort.The clinic advertises drug rehab services along with treatments for traumatic brain injuries and CTE, and attracted media attention for treating former NFL players. In 2015, the NFL Players Association issued a warning to players about Burns, urging players using his services to "exercise extreme caution."Burzynski "has accumulated numerous convictions for felony FRAUD related violations," the bulletin read. "He has been convicted in federal prosecutions in Wyoming, Colorado, California and elsewhere."The old Tuscany Village Resort is not zoned for drug rehabilitation or medical services. After complaints by neighbors, code compliance inspectors began investigating the property on August 7, according to a letter from County Planning and Development Services Director Mark Wardlaw.The owner "indicated they had not yet finalized their plans for the property" but "noted that he may use the property as a resort that may also provide brain injury and other medical treatments," the letter stated. The owner, who was not identified in the letter, said he did not intend to offer drug or alcohol treatments at the facility."We will continue to keep our code compliance case open until we have received all the information required to classify the use," Wardlaw wrote.Staff gave the owner a 0 citation on September 12 for improperly storing items in the parking lot. When a 10News reporter visited the property Monday, there was still furniture and other items in the parking lot.The owner has until October 9 to clean up the property, said County spokeswoman Tammy Glenn."We will continue to update residents in the area and work with the property owner to ensure compliance with County codes," she said.Late Tuesday, a man who identified himself as one of Burns' employees contacted 10News, saying the hotel was undergoing renovations and would open next year as a Bavarian-style spa. The man named Jeff said other than himself, no other Crosby Clinic employees were working at the property and the resort would not be used for drug treatment."They think because they see a Crosby van it's going to be drug and alcohol [treatment], but that's not the case," he said.
