The chairman of the Joint Chiefs of Staff has confirmed a report by The Associated Press that some of the service members who deployed to Washington, D.C., last month in response to civil unrest were issued bayonets. Army Gen. Mark A. Milley confirmed the information in a letter sent to two Democratic U.S. representatives last month. The Pentagon letter comes as the AP also reports that members of the 82nd Airborne who deployed to Washington were not trained in riot response. The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan. El Cajon police had responded to calls at the home 78 times in the year leading up to the event. 2241

The FBI's top liaison on Capitol Hill is out.Greg Brower, an FBI assistant director and head of the Office of Congressional Affairs, stepped down last Friday after a year on the job. In the role, Brower was on the receiving end of a pack of congressional probes into the law enforcement agency's conduct.The decision, a "tough" one he made of his own accord, Brower said, follows other high-level departures from the bureau as FBI Director Christopher Wray assembles his own team of close advisers."It was tough but I had an offer I couldn't refuse from a great law firm," Brower said in an interview Thursday. "It was very gratifying to be a part of that team. I could not be more proud of how people work and how committed they are to the mission."Brower was appointed to the position by then-FBI director James Comey in March of 2017 after serving as the bureau's deputy general counsel. He will join the lobbying and law firm Brownstein Hyatt Farber Schreck as a shareholder in the litigation department.The work in the legislative affairs office has heated up during Brower's tenure, as the fallout from Comey's firing by President Donald Trump has fanned a growing mistrust of the FBI among some lawmakers and spurred a round of congressional investigations.Not long before Brower's departure, the chairman of the House Judiciary Committee slapped the Justice Department with a subpoena for documents related to a trio of recent controversial decisions made by the FBI, including the move in 2016 to not charge Hillary Clinton after the probe of her email server and the internal recommendation by an FBI office to fire former FBI Deputy Director Andrew McCabe.In response, Wray said last week that the pace of document production for congressional inquiries at the bureau was "too slow" and doubled the number of FBI staff responsible for reviewing the records.On Thursday, Brower said he had worked with the FBI's Office of the General Counsel, which reviews the internal documents for release, before his departure to get a "a better plan in place" to respond to "an unprecedented wave of oversight requests.""That's all really on track," Brower said, adding that his decision to leave had nothing to do with the probes. "As the director mentioned, it's probably taking longer than it should, but the volume is just so unprecedented that we finally had to put more people on it."Brower's year atop the office saw big wins for the bureau on Capitol Hill, including a six-year extension of the controversial foreign surveillance program known as FISA Section 702 in January and the recent passage of the CLOUD Act, which makes it easier for the US to collect data stored overseas."I felt like the biggest things I set off to do in '17 were done and I felt less bad about leaving," he said.Brower is the fifth top adviser to the director to leave his position since Trump tapped Wray to replace Comey in June. 2943

  

The funeral for Rayshard Brooks — an Atlanta man who was killed during an altercation with police earlier this month — took place Tuesday in a church with connections to the Civil Rights movement.Brooks' funeral was held at Ebenezer Baptist Church in Atlanta — the same church where Rev. Martin Luther King Jr. served as a co-pastor between 1960 and 1968.Dr. Bernice King, one of Martin Luther King's daughters, spoke during Brooks' funeral.Actor, writer and producer Tyler Perry provided the funds for Brooks' funeral. The funeral comes after an hours-long public viewing on Monday afternoon.Brooks was shot and killed in a Wendy's parking lot by former Atlanta Police Officer Garrett Rolfe on June 12. Rolfe's partner, Officer Devin Brosnan, first encountered Brooks after Brooks had fallen asleep in his car while waiting in the restaurant's drive-thru line.Rolfe arrived on the scene a few moments later. The officers subjected Brooks to a field sobriety test, which he failed. He later offered to lock his car and walk home, but Brosnan and Rolfe told Brooks they would be taking him into custody.As the officers attempted to handcuff Brooks, a struggle ensued. Brooks was able to grab Brosnan's stun gun and attempted to flee the scene. As he fled, Brooks appeared to point the stun gun in the direction of the police. That's when Rolfe shot Brooks in the back. Brooks later died in surgery at a local hospital.Fulton County District Attorney Paul Howard says Rolfe kicked Brooks after shooting him but before calling for emergency medical help. He also alleged that Brosnan stood on Brooks' shoulder. Both face charges in connection with Brooks' death, with Rolfe facing murder charges. 1701
