LANZHOU, Aug. 24 (Xinhua) -- China plans to spend 2.23 billion yuan (328 million U.S. dollars) to improve disaster prevention systems in a mountainous northwest China town devastated by a landslide earlier this month, local officials said Tuesday.The planned multi-billion yuan project to prevent further geological disasters in Zhouqu County, south of Gansu Province, had passed reviews by experts from the Ministry of Land and Resources, said Guo Yuhu, vice-director of the provincial land and resources department.The plan is scheduled to be carried out in three phases from 2010 to 2012, Guo said.Guo noted that the project includes improving disaster warning systems, drawing up emergency resettlement plans, conducting a thorough study of the geological disaster hazards, and setting up a capable monitoring network.A late-night avalanche of mud and rocks roared down the mountain slopes in the county seat of Zhouqu on Aug. 8, burying villages and blocking the Bailong River, a major regional river.At least 1,447 people were killed and 318 remain missing, according to the latest government information.The mudslide left a thick layer of sludge, about 5 kilometer long and 500 meters wide, in the center of the town. Many bodies are believed to be buried in the mud, but authorities banned their recovery on Sunday due to concerns over public health.

BEIJING, June 10 (Xinhua) -- The world's most populous country is expanding its social security net as China's major social insurance program reached a new high for the number of people covered, official figures show.The Ministry of Human Resources and Social Security said on Thursday that the nation's urban pension insurance covered 235.5 million people by the end of 2009, an increase of 16.6 million over the beginning of that same year.In addition, 26.47 million migrant workers were also included, which was 2.31 million more migrants than at the start of 2009.Officials note that pension fund revenues topped 1.15 trillion yuan by the end of last year, up 18 percent year on year. This followed the government raising the monthly pension income for business retirees for the fifth time between 2005 and 2009 to 1,225 yuan (180 U.S. dollars) a person.Also, the country's basic urban medical insurance covered 401 million people in 2009, of which 219 million were urban dwellers and 43.35 million were rural migrant workers.Additional figures showed that unemployment insurance covered 127 million people while those carrying work injury insurance reached 149 million. CHANGCHUN, Aug. 2 (Xinhua) -- Floods have left 63 people dead and 59 missing in northeast China's Jilin Province over the past two months, local authorities said Monday.More than 4 million people have been affected since the flood season began in June and some 700,000 people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, about 62,000 houses have collapsed and 193,000 others have been damaged, along with 1.16 million hectares of cropland having been inundated, the statement said.Direct economic losses were estimated at almost 19 billion yuan (2.8 billion U.S. dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.In the industrial city of Tonghua, torrential rains have damaged water pipelines, leaving 300,000 people without tap water for two days.Residents have largely relied on bottled water over the past 48 hours as authorities ordered 25 fire trucks to deliver water for domestic purposes aside from drinking to residential communities from 5 a.m. to 8 p.m. everyday.About 1,700 tons of water had been delivered by truck, officials said.

  

BEIJING, Aug. 4 (Xinhuanet) -- Rising domestic iron ore production and slowing steel demand have hit some foreign miners and affected the global market, industry leaders said on Tuesday.China's iron ore imports dropped for the third straight month to 47.2 million tons in June, while spot prices have dropped to about 2 per ton after peaking at 5 per ton in April.The country's iron ore imports rose 4 percent year-on-year in the first half of this year, figures from the China Iron & Steel Association (CISA) showed. But domestic ore output increased by 28 percent year-on-year to 485 million tons in the same period, with output rising 37.6 percent in the second quarter from the first quarter."Rising domestic ore production is the main factor that drove down imports, largely impacting supply and demand on the global market," CISA vice-chairman Luo Bingsheng said.The figures form part of the bad news for international mining companies in Australia and Brazil that provide more than half of the ores to China.Iron ore imports from Australia, Brazil and India accounted for 62.3 percent of the country's total ore consumption last year.Brazilian company Vale already predicted in June that the share of imported ores in China would drop this year.About 40 percent of Chinese steel mills have to make cutbacks or put plants on maintenance, blaming increasing costs of imported ores and declining steel prices. Oversupply in the industry will continue to lower production, further driving down ore imports in the third quarter, Luo said.The CISA will also reduce the number of licensed iron ore importers to regulate the imported ore market."We will announce new rules for the industry soon, which include higher standards on the environment, energy consumption and capital requirement," Luo said.

  

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.
