Officials at the Spanish embassy in Beijing said the pandas were not a gift, but were being loaned in an arrangement financed by a private Spanish company that runs the Madrid Zoo. King Juan Carlos is currently on a visit to China. Queen Sofia is scheduled to visit the nation's panda breeding centre in southwestern China's Sichuan province on Friday, the final day of a five-day visit.

The head of the World Health Organization (WHO) Thursday warned of worsening health in the country's vast rural areas while praising the government for its commitment to improve healthcare in the countryside."The health indicators have failed to improve in pace with the economic indicators," said Margaret Chan when addressing a conference on rural primary healthcare in China."The health gap between rural and urban areas has grown even wider and health in parts of rural China is deteriorating."Medical costs are rising faster than the growth of per capita income in rural areas, she added.She said she appreciated the government's efforts and plans to build a medical system for all people, saying "when fair and accessible public health services become the clear targets of a country's public health policy, people's health will be improved".The WHO chief said she had noticed that the tasks on improving people's well-being in the report by Party chief Hu Jintao at the 17th National Congress of the Communist Party of China included a basic medical insurance system for urban dwellers and a cooperative medical care system in rural areas.She said recent WHO research has found that diseases are the source of poverty for 30 to 50 percent of the rural population of 737 million.A growing number of rural people, especially the aged, are suffering from various diseases; however, few have access to decent healthcare, she told the conference.Chan criticized the practice of allowing healthcare services to be commercialized in rural area, warning that it will cause the patients deeper suffering.The government has pledged to provide its population with basic medical care by 2020.It is expanding medical care through the Rural Cooperative Medical Scheme, a plan under which subscribers are funded to the tune of 50 yuan (.4) per person - 20 yuan (.6) from the central government, 20 yuan from the local government and 10 yuan (.3) from the individual.Vice-Minister of Health Chen Xiaohong said nearly 85 percent of the country's rural area, or 2,429 counties, are participating in the plan.

Beijing - China is turning the site of a prison camp run by Japanese forces during World War Two into a war museum, the Xinhua news agency said on Sunday. More than 2,000 prisoners from the United States, Britain, the Netherlands and Australia were imprisoned at the camp in Shenyang, a Manchurian city formerly known as Mukden, between November 1942 and August 1945. An Allied tribunal after the war put the death toll at about 142,000 men, women and children.

  

BEIJING -- China regrets that the United States requested the World Trade Organization (WTO) to set up a dispute settlement panel to solve the intellectual property rights (IPR) disputes between the two sides.Wang Xinpei, spokesperson of the Ministry of Commerce, made the remarks in a news conference here Thursday.The Chinese government has always been firm in protecting IPR and tried to solve IPR protection problems through dialogues, Wang said.China has detailed and clarified problems raised by the US and showed great sincerity, Wang said.China's laws regarding IPR protection completely meet WTO requirements, Wang said, adding China is opposed to any WTO member's move of making developing members shoulder extra obligations through dispute settlement system, Wang said.China is studying the US request and will act actively, Wang said.The United States on Monday requested the WTO to establish a dispute settlement panel regarding so-called China's deficiencies in intellectual property protection.The US initiated the dispute over the issue by requesting consultations with China on April 10, 2007.Under WTO rules, the WTO Dispute Settlement Body (DSB) will consider the US request for the establishment of a panel at its next meeting on August 31.

  

The Chinese government is working on specific regulations for collecting royalties from television, radio stations for using music works, a senior official said in Beijing over the week.However, it has not been decided when the regulations will be publicized, Liu Binjie, director of the General Administration of Press and Publication (GAPP) and the National Copyright Administration (NCA), was quoted as saying.The Chinese government's efforts in combating piracy and protecting intellectual property rights (IPR) have resulted in more shops and restaurants signing up to pay royalties on the ubiquitous background music that had long been used for free.Background music played at department stores or hotels -- also called "muzak"-- received legal protection in China in 2001 under revisions to the Copyright Law. The law states that both live and mechanical performances enjoy the same rights. Up to now, most big hotels, department stores and supermarkets in Beijing and Shanghai have paid fees to the Music Copyright Society of China (MCSC) for using the songs under their administration, according to sources.And Karaoke bars in China's main cities were made to pay 12 yuan (US.50) a day in royalties to music artists for each room, according to a regulation set by China's National Copyright Administration late last year.However, most television and radio stations in China are still using music works without paying any royalties.The Music Copyright Society of China is now negotiating with television and radio stations on copyright fee payments, China Press and Publishing Journal reported.The Music Copyright Society of China is the country's only officially recognized organization for music copyright administration.The association has now administered copyrights for over 14 million music works by 4,000 members.Public venues including hotels, restaurants and department stores are charged with different standards by the society. The usual fee is 2.54 yuan (US.9) per square meter per year for a department store of 10,000 to 20,000 square meters to use the music, the society said.
