SAN DIEGO (CNS) - An elderly disabled woman was assaulted and seriously injured in downtown San Diego, police said Saturday.The victim, a 73-year-old homeless woman who uses a walker, was attacked near the corner of Fourth Avenue and B Street at 10:10 p.m. Friday, according to Lt. Matt Dobbs of the San Diego Police Department's homicide unit.She was taken to the hospital where she underwent emergency surgery, the lieutenant said. Because of the serious nature of the woman's injuries, investigators from the SDPD's homicide unit were called to the scene."Detectives are collecting evidence and interviewing witnesses," Dobbs said. "A man was seen in an altercation with the victim. He is described as a Black male in his forties, approximately six-feet tall and weighing 250 pounds."The suspect was wearing a white tank top and blue jeans and was last seen walking eastbound on 400 C Street, Dobbs said.The victim has been identified, but her name was not immediately released.Anyone with information on the attack was asked to call the homicide unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1113

Many nonessential businesses will be required to move to outdoor-only operations. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol."We continue to highlight our internal/daily COVID-19 health safety protocols as the gold standard, in conformance with the CDC, the state of California and San Diego County," the museum's David Neville said."Accordingly, our staff looks forward to reopening at the soonest opportunity and is continuing efforts to work with the county and state to use valid science doing so. The plan must always be to create safe reopening options as soon as possible," he added.According to Neville, the recent dialogue associated with a safe reopening "is critical to our community businesses. SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. Anyone who might be able to help identify the perpetrators are asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online sdcrimestoppers.org. SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. "It doesn't require any expensive infrastructure and, most importantly, will preserve Fiesta Island as a gem and a magical place for San Diegans for generations to come."The committee did not announce when the proposal will go before the full council. 2365
