SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. Some students will be moved to appointment-based, in-person learning, while others may only need adjustments to their online learning.Student identification for the onsite learning plan will include decisions regarding transportation and meal plans.The number of students who will be admitted to the onsite sessions is contingent upon available site staff and resources. It is tremendously encouraging that the virus has receded enough to begin phase one of that effort. Gavin Newsom said Monday the regional stay-at-home order imposed by the state for the entirety of Southern California will almost assuredly be extended beyond next week's expiration date."We are likely, I think it's pretty self-evident, going to need to extend those regional dates," Newsom said. "... Based upon all the data and based upon all these trend lines, it is very likely based on those current trends that we'll need to extend that stay at home order, (which) you recall was a three-week order when we announced it."The regional stay-at-home order for the 11-county Southern California region took effect at 11:59 p.m. Dec. 6, and was originally set to end on Dec. 28. Newsom did not give an indication of exactly when a decision on extending the order will be made, or much long the order will remain in place.The Southern California region covers Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. SAN DIEGO (KGTV) — A driver struck a fire hydrant outside San Diego International Airport Saturday, causing water to rocket into the sky outside Terminal 2 and headaches inside the airport.Terminal 2's East entrance on West Harbor Drive was temporarily closed after the driver struck the hydrant along the terminal's departure lanes around 10:40 a.m. Airport officials also closed Terminal 2 East's concessions and directed all traffic through Terminal 1.At one point, vehicles backed up onto Harbor Dr. as drivers encountered the closure caused by the geyser, according to a witness. Fire crews worked feverishly for about two hours, as gallons of water and kicked up rocks showered them below, before the water was turned off around 12:35 p.m. 753

SAN DIEGO (KGTV) -- A 2-year-old girl allegedly abducted by her father in Chollas View, triggering an area Amber Alert, was found safe in Escondido Tuesday morning, San Diego police said.According to police, young Charli-Fae Harris was last seen with her father, Lafayette Harris, in the 1000 block of 47th Street at around 5:30 p.m. Monday.Police were notified of the girl’s disappearance by her mother. SDPD officials confirmed 31-year-old Lafayette Harris is under a restraining order related to domestic violence.After an Amber Alert was issued for the child and her father, police located Harris’ white Saturn vehicle in a parking garage near UC San Diego shortly before 6 a.m. However, Harris and his daughter were nowhere to be found.Harris was eventually tracked down at a construction site near UC San Diego Health System in La Jolla. ABC 10News learned Harris, who works at the construction site, was taken into custody without incident.Charli-Fae was found safe just before 8:15 a.m. in an Escondido apartment. Escondido Police said a woman connected to the child's father was watching the news when she realized she had the child police were looking for in her care, so she then called police to alert them. It's unclear if she knew the child had been taken.The girl will be reunited with her mother later Tuesday.Police said Harris will most likely face kidnapping charges and charges related to violating the restraining order against him, and said there could be more charges added as the investigation continues. 1536
