SAN DIEGO (KGTV) — The four executive orders the president signed Saturday aimed at helping both working and unemployed Americans during the ongoing pandemic is not the most efficient way to help the nation, according to a local expert.Dr. Alan Gin, University of San Diego Professor of Economics at the Economics Research Center, said the national issue needs a national relief package, instead of an order that pulls from multiple pools, like the CARES Act and other emergency funds. They both worked in restaurants. "It's been a nightmare," she said. "I spent every day stressing about EDD, calling EDD." The judge ruled her paperwork was in order and she deserved her unemployment checks. That was three weeks ago and she hasn't seen a dime.Thankfully her husband's unemployment funds came through and supported them until they Solterra Winery and Kitchen hired them.When she heard about the president's Executive Order she didn't have much faith. "Spending five months fighting for my money, yeah it's great that that money will continue on if I do lose my job, yeah 0 a week will help, but I don't know if I'll see that money either so I'm just hoping my restaurant stays open."Twenty-five percent of the 0 a week for unemployed Americans is supposed to come from the state. In California, Dr. Gin says that's money we don't have, "tax revenues are down considerably with economic activity reduced, both the income tax and the sales tax." Dr. Gin added California has to have a balanced budget each year by law, but the federal government can borrow."Traditional macroeconomic theory says that should have a negative impact, whether on inflation or higher interest rates so far we haven't had either one," Dr. Gin said it could happen further down the road.The president if he is re-elected he would cut the payroll tax that funds the dwindling Social Security fund and Medicare.Dr. Gin said that is something Democrats and Republicans have been against, and "there's a question of whether or not the president can do that without congressional authorization."All of this affecting little Wilder's future, his parents still waiting and hoping for some financial relief."It wasn't until I got into my restaurant and could walk with cash every night you know? Besides that I'm just waiting so I'm still months behind. Yeah I'm just really lucky I was able to go back to work," Griffith said.She gave this advice to anyone suffering the same struggle she's facing, '"stay strong, hang in there and keep fighting for the money you deserve." 3147

SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. Even shorter breaks can erase some lessons.A special program at San Diego Unified is helping keep kids stay sharp and excited about learning all year round, even during breaks. It's about making learning a fun, family affair.In a classroom at Rosa Parks Elementary School in City Heights, 7-year-old students Melody and Isabella are getting some one-on-one attention with their lessons. The teachers in this case are Melody's grandmother and Isabella's mom."Everyday they have to read. Everyday they have homework to do," said Anna Gonzalez. She and Maria Theresa Jaume are among a growing number of parents and guardians getting more involved with their kid's education through the "Family Engagement Department" at San Diego Unified."So, I now know how to ask her questions," says Gonzalez, "How to engage her with the reading and things like that.""It solidifies the bond right," says Family Engagement Program manager Pamela King, "It shows kids that education is important." SAN DIEGO (KGTV) - The largest employer in the country is waving away a long standing tradition. Walmart is planning to phase out its greeters at more than 1,000 stores across the country. The retail giant says it is moving forward with a new role called “customer host” that is more physically demanding. The hosts will still greet people but must also be able to pass physical exams including lifting a 25-pound box and climbing ladders. Critics say the move targets their elderly and disabled employees, which make up a significant portion of the company’s greeters. “I can’t do that,” said Adam Catlin, who has cerebral palsy and has worked as a Walmart greeter for a decade. Walmart says it is striving to place greeters in other jobs at the company and the title of greeter will be officially eliminated April 26. “I want to keep my job past April 26 because I have made a lot of good friends and a lot of good memories over the years,” added Catlin. Walmart has not said how many greeters will lose their jobs but adds it is, “extending the current 60-day greeter transition period for associates with disabilities while we explore the circumstances and potential accommodations, for each individual, that can be made within each store.” 1252
