SAN DIEGO (KGTV) -- Harbor Police were searching for a vandal Monday who set off a panic at an upscale steak house along the Embarcadero.Customers took cover under tables and ran for the exits at Ruth’s Chris Steak House Sunday night when projectiles smashed through at least two of the restaurant’s bay-facing windows. Someone inside the restaurant shouted “gun,” prompting fears of an active shooter, customers told 10News.“It was one of the craziest things I’ve ever been through,” said Joey Giacalone, a long-time patron and former co-owner of the Venetian Restaurant in Point Loma. “I mean everyone is diving under tables. It was pandemonium.”Two bartenders and a manager jumped into action, Giacalone and his wife said, directing guests to take cover and then evacuate the restaurant.RELATED: Hillcrest restaurant reopens after one week after shooting“There were cooks telling us to come to the back door. They sent us through the kitchen. Because again, no one knew what information was really out there. We thought there was an active shooter,” he said. “I kept envisioning a gunman coming around the corner to shoot us all,” Juli Giacalone added.One of the servers working that night survived the Route 91mass shooting in Las Vegas. Ricca Salazar “reacted quickly and ran out the back door with a couple other staff members,” her husband wrote on Facebook. “She fell and they helped her up,” he said. “Scary night, scary scenario.”Harbor Police determined someone had thrown rocks through the windows. Investigators believe the unidentified vandal may have been a disgruntled customer who left the restaurant without paying earlier that evening, said Lt. Victor Banuelos.Joey Giacalone said the man had been acting strangely.“One guest said he saw him going into the women’s bathroom and said, ‘What the hell are you doing?’ And then he left,” he said.The Giacalones commended staff members for going “above-and-beyond” during the incident.“Everyone is panicking and these guys are saying, ‘Forget about me. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Gavin Newsom said Tuesday he's worried about family gatherings around California ahead of the Fourth of July weekend and will announce new measures to dial back reopenings on Wednesday.Newsom said the prospect of family gatherings, not just bars or demonstrations, this weekend has health officers worried about the continued spread of the coronavirus. He added that new measures related to enforcement will also be announced on Wednesday."Tomorrow we will be making some additional announcements on efforts to use that dimmer switch we've referred to and begin to toggle back on our stay-at-home order and tighten things up," Newsom said. SAN DIEGO (KGTV) - High school students are managing a new normal as they apply for colleges."This is a hot topic," says Matt Hunt, a guidance counselor at Rancho Bernardo High School. "This is something that kids are concerned about, parents are concerned about, people are curious about."The biggest adjustment for the 2021 fall application period is the use of standardized tests, like the SAT or ACT.Because of coronavirus concerns, many testing centers have been unavailable, making it difficult for students to take a test. To level the playing field across county and state lines, schools are either eliminating a test requirement or making it optional.According to FairTest, the National Center for Fair and Open Testing, more than 1,600 colleges and universities have made those tests "optional" for admission in the upcoming school year. That means students are not required to submit a test score, but can if they choose. FairTest also says more than 60 schools have gone "test-blind." That means they will not use a test score to determine admission, even if a student puts it in the application.In California, the Cal State system says they will be test-blind in 2021. The UC Schools initially said they would be test-optional, but a court decision over the summer forced them to be test-blind. The UC schools also say they plan to eliminate traditional standardized tests by 2025, and will write their own admissions test.RELATED: University of Californai to Stop Using ACT, SAT through 2024Without tests, counselors say students need to focus on their grades and personal statements and essays to stand out."I would tell students to focus on answering those questions candidly," says Tracy Wilson, the Director of College and Career Readiness for Grossmont Union High School District. "They need to answer them with their own student voice, because if they are a student who has struggled with those opportunities, that's the place to share the 'why.'"Wilson also says to focus your search and only worry about the application standards for the schools you plan to apply. "Colleges want a variety of students," she says. "The academics are important, but it's not the only thing... Put yourself out there try do your best. I really feel like colleges are going to be very welcoming on their campuses next fall."Hunt agrees, saying it's important to stay on top of any changes that occur in the next few months. He tells students to stay in communication with your school counselor and the admissions offices where you plan to apply. "You're going to apply to a handful of schools, you'll see what happens," says Hunt. "But there's a school out there, and an opportunity out there for everyone. So remember that." 2735
SAN DIEGO (KGTV) - Fixes are coming to elevators in a 14-story high-rise in downtown San Diego where senior tenants have faced challenges performing everyday tasks. But not soon enough for many.Some residents of the 65 and older Tower Apartments community have missed important appointments and had difficulties running errands, like trips to the grocery store, because of elevator outages.Some residents told 10News it's a long-running issue.RELATED: Seniors left with one elevator in 14-floor?San Diego buildingThe building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," resident Carol Clark said. "And the thing is we don't seem to be getting many answers."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."Shortly after running the story on 10News, management with the apartment complex sent a letter telling residents one of the elevators under renovations should be running by the end of June. After that, the other elevator that has had problems will be upgraded.Management said they will also schedule input meetings with residents for next week. 1372
