A Rikers Island inmate is back in police custody in New York after attempting to escape on Thursday, officials said.Around 12:30 p.m., the detainee climbed a recreation yard fence and ran to the shoreline, Deputy Commissioner of Public Information Peter Thorne said.The detainee was apprehended by K-9 Correction Officers Larry McCardle and Gregory Braska, Correction Officers' Benevolent Association President Elias Husamudeen said."These two brave officers immediately jumped into action to bring the inmate back into custody without any regards for their own safety," Husamudeen said. A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. The court also traditionally does not approve of judicial actions so close to an election that could affect the outcome. 1231

  

A spat between neighbors over an outdoor sculpture has led to calling police and legal actions. Those filings include allegations one of the neighbors blared the “Gilligan’s Island” theme song and other music on loop at all hours to annoy the other neighbor, according to the Los Angeles Times.Billionaire Bill Gross and his partner are accused by tech entrepreneur Mark Towfiq and his wife of harassment and intentional infliction of emotional distress.It’s all about a 22-foot-long and 10-feet-high blue glass art installation, and the pole-and-netting structure around it, that Towfiq claims blocks his view, according to the Times. It was created by Dale Chihuly, a renowned artist known for his blown-glass work, including in the lobby of the Bellagio hotel in Las Vegas.It was installed in 2019, but apparently didn’t upset the neighbors until this year when the netting was installed around it after it was damaged, according to city records obtained by the Times.In July, Gross was sent a letter from the City of Laguna Beach that said the netting, lighting and sculpture lacked the proper permits.Apparently, that’s when things escalated.Gross is accused of blaring music at all hours, including the “Gilligan’s Island” theme song, apparently in an effort to force Towfiq to drop the complaint.The two have both filed temporary restraining orders against the other, both are pending in court. 1409
