Like colleges and universities across the country, Tufts University in Medford, Massachusetts was forced to experiment with a complex new plan this year that allowed more than 5,000 students to come back to campus. At the same time, the university had to institute rigorous new guidelines to keep COVID-19 from spreading.The key to success has been testing. Every student is required to get tested at least twice a week."The testing frequency matters,” said Tuft's University President Anthony Monaco.“If you wait a week or 10 days to test someone, they could be fully symptomatic and spread it to an apartment or dorm cluster."University officials say testing has prevented any major outbreaks. So far, the university has conducted 76,000 tests, and 36 students have tested positive since Aug. 3. Most notable though is the university's positivity rate is at .05 percent."It was not just about protecting their own individual health, it was also about protecting the vulnerable residents who live in and around the university," Monaco said.To keep any student who may test positive from spreading the virus, the university has constructed an extra 200-modular units of dorm space. The idea of the modular facilities is to give campus health officials a contained area to monitor students who test positive for the virus, while at the same time, keeping them out of the general population.But not every college is testing as frequently as Tufts. A recent survey conducted by the College Crisis Initiative at Davidson College looked at 1,400 schools nationwide. A majority of which had no testing plan in place, which health experts say has led to many of the outbreaks major colleges and universities have seen throughout the fall.There's also another lesson Tufts and other universities have learned about managing their student populations."Don’t ignore your off-campus students,” Monaco added. “Many just focused on on-campus and didn’t get them involved in testing or protocols." 1991

(KGTV) — A woman was hit and killed by a trolley car in Lemon Grove Wednesday.The woman was hit by a San Diego MTS trolley at about 3:45 p.m. near the Lemon Grove Avenue and Massachusetts Ave. stop, according to the San Diego Sheriff's Department. Deputies say the woman was dragged by the trolley and later died.The cause of the deadly crash was under investigation.The MTS Orange Line was closed between the Encanto/62nd and Spring Street Stations due to the police investigation. Buses will be used between the two stations to bridge travelers to their next stop during the closure, MTS tweeted. MTS says the eastbound Orange Line will not depart from the Courthouse Station at 5 p.m., and instead will start from 12th and Imperial at 5:11 p.m. Riders waiting to catch that train should instead take the Blue Line to 12th and Imperial to transfer to the Orange Line to continue eastbound.No further information was immediately available. 968

(KGTV) - A peace officer claims he was profiled by Walmart employees Wednesday.Johnny Aguirre says he and his wife went to the Walmart in La Mesa and he was carrying a backpack that he usually carries with him. There are items he carries in his backpack that are related to his job as a peace officer. “We walked in, and I got stopped by two greeters, they told me to put the backpack away int he lockers,” he said.Aguirre says the lockers were empty, so it was standard for all customers. He also says he noticed other people were walking around the store with backpacks.He believes employees singled him out because of the way he looked.“I got that feeling that I was profiled and racially discriminated because of the way I was dressed maybe,” he said. He says he was working all day and he was a little dirty.Walmart sent the following statement to 10News: “We do not tolerate discrimination of any kind. As a company, we’ve taken several steps to help mitigate the issue of crime and the locker system implemented in our Las Mesa store is just one example of our proactive approach. La Jolla, CALIF., (KGTV) -- San Diego Police detectives are investigating a vandalism case, where someone spay painted swastikas and inappropriate words in a La Jolla neighborhood.Every day, Joe Dicks usually takes La Jolla Mesa Drive to work. But Wednesday morning, he saw something very unusual. "We were disgusted by what we saw," Dicks said. He and his wife saw swastikas drawn in white spray paint in several locations along La Jolla Mesa Drive. Some were on the walls of private homes. Others were drawn on the sidewalks, on construction signs, and even the road. Dicks was so shocked, he stopped the car to take photos. "Look at what the symbol represents," Dicks said. "Hatred, intolerance, violence, I mean, make no mistake. This is a threat."San Diego Police said they got their first report at 7 am Wednesday. Then came two more reports of Inappropriate graffiti on several properties. City workers were immediately called out to clean them up. According to the Anti-Defamation League, 2018 was the third straight year of increased Anti-Semitic incidents in California. Dicks said this cannot become the new norm. "This has no place in this community, and has no place in this city, and has no place in our country," Dicks said. LINDA VISTA, Calif. (KGTV) - Police arrested a man after an hours-long standoff in Linda Vista Wednesday night. It happened in an apartment at the end of Via Las Cumbres, near Kelly Street. Police say they were there to serve an arrest warrant on a man suspected of illegally possessing a loaded firearm. Officers on scene repeatedly asked the man to exit the apartment over a megaphone, but he remained inside. Around 9 p.m., officers used a battering ram to break down the front door. They brought out the man in handcuffs and placed him in a patrol vehicle. Lt. Danny Grubbs said they had tried to arrest the man several times before but he was able to get away. In one of those attempts, Grubbs said the man led CHP on a chase through Mission Valley but ended up crashing his van into the San Diego River. He escaped through a drainage ditch, evading capture. The man’s identity was not released. 908
