And, as labor costs rise at home, Chinese manufacturers may look at Africa with new interest, as a base for production, the editorial said.To the Western countries that uphold the spirit of competition, there's no reason to complain about China's strengthening its relationship with Africa, the editorial said.One reason that African governments often love doing business with the Chinese is that they are much less likely to condition their investments on improvements in government, and the pragmatic attitude of the Chinese government should be appreciated, the editorial said.

GUANGZHOU, Sept. 24 (Xinhua) -- Rescuers combing the mud-slide debris found more than a dozen bodies Friday, bringing the death toll of typhoon Fanapi to 70 in south China's Guangdong Province, while 65 people remain missing, local disaster relief authorities said.The bodies were recovered after work crews entered towns cut off by mud-slides such as Magui Township in Maoming City, the provincial flood control authorities said.Helicopters were dispatched Friday to send relief goods -- bottled water, food, and tents, to floods-isolated areas in the hardest-hit counties of Gaozhou, Xinyi and Yangchun, the authorities said.About nine tons of goods have been delivered on Friday.By 6 p.m. Friday, about 99,500 people in Guangdong were evacuated for the Fanapi-brought disasters. BEIJING, Aug. 30 (Xinhua) -- Chinese Vice Premier Zhang Dejiang said here Monday China would continue to crack down on terrorists and criminals targeting civil aviation.Zhang made the remarks when addressing the opening ceremony of an international conference on air law.The conference will review draft amendments to international conventions on aviation security.Zhang said as a responsible country, China firmly supports international efforts to combat terrorism and will continue to meet its international obligations in the field of civil aviation.Zhang said he hoped delegates could discuss ways to improve international air criminal law.He also expressed hope for the criminalization of unlawful interference that threatens aviation security."We need to send a clear message to the international community and to terrorist groups - any unlawful interfering in civil aviation is intolerable," said Roberto Kobeh Gonzalez, president of the Council for the International Civil Aviation Organization, at the conference.According to the Civil Aviation Administration of China (CAAC), during the twelve-day conference, delegates from over 60 countries will examine international law concerning aviation security, including the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation and the Convention for the Suppression of Unlawful Seizure of Aircraft.
