(KGTV) — Thirty-four people were arrested after Border Patrol agents intercepted two smuggling boats in less than 24 hours.The first boat was spotted around 11:15 a.m. on Sunday by a Department of Homeland Security aircraft. Less than an hour later, U.S. Customs and Border Protection’s (CBP) Air and Marine Operations agents were able to stop the vessel about one-mile southeast of Point Loma.Twenty-one people were arrested, including four who are alleged smugglers — two of which are U.S. citizens. The remaining 17 people on board were Mexican nationals. Once the boat made it to shore, 14 people began running from Border Patrol agents. Thirteen people were captured, but one got away. Eleven of the arrested were Mexican nationals and two were Chinese Nationals. SAN DIEGO (KGTV)- Two years ago the Norton Sound was docked in San Diego Bay and burned for several days. Now, San Diego is hiring an outside consultant to look into the cargo fire. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309

SAN DIEGO (KGVT) -- Parents of San Diego Unified School District students will hold a demonstration Tuesday with a goal for the school district to return to full-time, in-person education as soon as possible.Parent and family therapist Gina Smith said she started the group called "Reopen SDUSD" because she is frustrated that other San Diego County districts have set reopening dates, and many private schools are already open. The group has already started a petition which has more than 650 signatures."What sparked the fire is that other schools have reopening plans within weeks and San Diego Unifed has been silent," Smith said.San Diego Unified has not released any definitive dates or a timeline for reopening.Currently, the district is reporting a projected loss of 2,474 students. Two out of every three un-enrolled students are kindergartners. Enrolling children into kindergarten is not mandatory in the state of California.The district has a meeting scheduled for Tuesday evening, and before that meeting, hundreds of parents are expected to rally over their concerns about distance learning. Some parents say they're concerned about the mental health impact distance learning is having on their children."The isolation and lack of social interaction is a huge part that many children as young as five are experiencing depressive symptoms", Smith said. SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood.It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained.The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner.His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job.
