VALLEY CENTER, Calif. (KGTV) - Family members call a 12-year-old girl's survival after a small plane crash in Valley Center Sunday - a "miracle.""Racquel is always on our mind, and we are hopeful," said Roxana McInerny.A smiling photo of her niece Raquel Contreras was taken moments before her uncle Peter Bierle, a seasoned pilot, took her up in his single-engine, experimental aircraft, early Sunday evening. In the flight plan was a special flyover."She wanted to fly over her best friend's house and see if she could shout 'Happy Birthday!' and wish her a happy birthday," said McInerny. McInerny says about 30 minutes into the flight, they reached that friend's home along Palomar Vista Drive. Witnesses reported the plane circling the home and the sound of an engine sputtering, before the plane took a nose dive into the yard.Bierle, 57, died at the scene. Raquel was badly injured. Dozens of neighbors ran to the plane."She was stuck in some debris. They had to cut the seat belts away, I believe, to get her out of the plane," said McInerny.Raquel was rushed to the hospital with fractures to her skull, sternum and hand, also suffering internal bleeding, a brain bleed and spinal injuries. Raquel is now in stable condition in the ICU, conscious and will survive, but the long-term impact of her injuries remain unknown.Still, McInerny is beyond thankful."It's a miracle to think she has survived that's she's alive and recovering. We are forever grateful to those who helped her and who are helping her now," said McInerny.A Gofundme campaign has been set up to help the family with expenses. 1611

Two World Health Organization experts are heading to the Chinese capital on Friday to lay the groundwork for a larger mission to investigate the origins of the coronavirus. An animal health expert and an epidemiologist will meet Chinese counterparts in Beijing to set the “scope and terms of reference” for a WHO-led international mission aimed at learning how the virus jumped from animals to humans, a WHO statement said.Scientists believe the virus may have originated in bats and was transmitted to another mammal such as a civet cat or an armadillo-like pangolin before being passed on to people.A cluster of infections late last year focused initial attention on a fresh food market in the central Chinese city of Wuhan, but the discovery of earlier cases suggests the animal-to-human jump may have happened elsewhere. In an effort to block future outbreaks, China has cracked down on the trade in wildlife and closed some markets, while enforcing strict containment measures that appear to have virtually stopped new local infections. The WHO mission is politically sensitive, with the U.S. — the top funder of the U.N. body — moving to cut ties with it over allegations it mishandled the outbreak and is biased toward China.“China took the lead in inviting WHO experts to investigate and discuss scientific virus tracing,” Chinese foreign ministry spokesperson Zhao Lijian said Friday. In contrast, he said, the U.S. “not only announced its withdrawal from the World Health Organization, but also politicized the anti-epidemic issue and played a buck-passing game to shift responsibilities.”More than 120 nations called for an investigation into the origins of the virus at the World Health Assembly in May. China has insisted that WHO lead the investigation and for it to wait until the pandemic is brought under control. The U.S., Brazil and India are continuing to see an increasing number of cases. The last WHO coronavirus-specific mission to China was in February, after which the team’s leader, Canadian doctor Bruce Aylward, praised China’s containment efforts and information sharing. Canadian and American officials have since criticized him as being too lenient on China. An Associated Press investigation showed that in January, WHO officials were privately frustrated over the lack of transparency and access in China, according to internal audio recordings. Their complaints included that China delayed releasing the genetic map, or genome, of the virus for more than a week after three different government labs had fully decoded the information.Privately, top WHO leaders complained in meetings in the week of Jan. 6 that China was not sharing enough data to assess how effectively the virus spread between people or what risk it posed to the rest of the world, costing valuable time. 2810

It took place around 7 a.m. local time."We extend our sincerest condolences to Chief Leanne Fitch, the officers of the Fredericton Police Force, and everyone affected by today's events," the city said in its tweet."Not enough can be said about the courageous efforts shown today and everyday by members of the Fredericton Police Force, the first responders involved, and all those who respond to the call for help."CNN network partner CTV said its reporter there said "police appeared to be focused on one particular residence" and that he heard four shots during a five-minute stretch."There is a police officer standing outside with a gun," CTV Atlantic's Nick Moore said on CTV's "Your Morning."CTV said Moore reported that "police escorted people from their homes" after announcing a suspect was in custody.New Brunswick Premier Brian Gallant said in a statement that "we are all shocked and saddened to learn this morning of the ongoing tragic incident.""I offer my condolences, thoughts and prayers to the victims and their families. During this difficult time, our thoughts are also with the courageous women and men on the front lines working to keep us safe," he said."At this time, I would ask New Brunswickers, particularly those in areas identified by police, to keep informed about the situation as it develops and follow the instructions of law enforcement officials working in the area."Canadian Prime Minister Justin Trudeau tweeted, "We're following the situation closely.""Awful news coming out of Fredericton. My heart goes out to everyone affected by this morning's shooting."Ralph Goodale, Canada's minister of public safety and emergency preparedness, expressed his concern over the shooting."With RCMP support, this developing situation is under investigation by Fredericton Police. Residents are encouraged to follow their direction," he said on Twitter, referring to the Royal Canadian Mounted Police.New Brunswick is one of Canada's eastern Maritime provinces.Four years ago, three officers died and two others were wounded in a shooting in the New Brunswick city of Moncton.Growing gun violence in recent years has been an issue in Toronto, Canada's most populous city.A shooting rampage last month in that city left two people dead.Days afterward the Toronto City Council voted to push the Canadian government to ban the sale of handguns and also for the provincial government to ban handgun ammunition sales within the city. 3745
