SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) - With the cost of living going up in San Diego, a lot of people are looking for ways to make extra cash. A new startup in San Diego called Bounce wants to help drivers maximize their income. "The drivers are the most important element," said CEO Mark Potter. Potter transformed the front of his law office into the startup space. He is a longtime fan of rideshare. "Before there was rideshare, I was hiring people off craigslist to give me rides," Potter said.His model for this new company is to focus on the driver and give them more incentives to want to stay and work for the company. "Our drivers are owners. They earn ownership in our company through stock options," said Potter. This stake in the company is one of the main reasons Pamela Bernier signed on to be a driver. Bernier said, "Working my own hours, calling my own shots, still enjoying the income and the people at the same time."Bounce also has a repeat customer option. Riders have the freedom to create a list and request their favorite drivers. They also have the luxury to arrange future rides in advance.  According to the company, this provides a safer environment for both the rider and driver and also gives the driver a more consistent cash flow. "I could bounce you here, I can bounce you there, I bounce you home, where you wanna bounce let's go," said Bernier. Uber and Lyft are two other companies dominating the rideshare space. According to Lyft, 68% of drivers are primary earners of their household, and so far in 2018, Lyft passengers also spent an additional million on local businesses in town. According to Uber, rideshare and delivery drivers in California took home more than .97 billion in gross revenue for 2017. Bounce is set for a September launch, and the company is currently interviewing drivers. They require in-person interviews and background checks for each driver. They are also in the process of putting in a panic button option in the app for riders to feel safer during their ride. "We envision is that our company will be very successful with loyal drivers that put Bounce first. SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. "Our lives are going to be just about sitting around, but that's what you got to do." 2569

  

SAN DIEGO (KGTV) – Whether you’re in college, about to start, or thinking about going back, your choice of major can be tough to decide. It becomes even more complicated when figuring out the best use of your skills and the career path that will pay the bills. “I think STEM majors are very important because that’s kind of the direction we are heading toward,” said Andrea Villanueva, a first-generation college student at UC San Diego majoring in Global Health. Villanueva has her sights set on medical school, hoping to become an OB/GYN. The median income for the career in San Diego County is 5,000. Not everyone will choose to head down the medical route. “If what you’re looking to do is get a career right out of college that’s going to pay well, then you might want to think about a major that’s going to give you some hard skills,” said Daniel Enemark, an encomiast with San Diego Workforce.RELATED: UC San Diego tops for female STEM graduates According to the San Diego Workforce Partnership, there are seven priority job sectors in San Diego County that are high-wage, high-growth, and in-demand. That may be engineering or that might be computer science, coding or programming,” said Enemark. According to the priority jobs occupation report, entry-level civil engineers, electrical engineers, aerospace engineers, and software developers make between to an hour. These are occupations that do require a bachelor’s degree. But, entry-level plasters and stucco masons make almost an hour with no formal education required. For Villanueva, her drive for success is staying true to her passion.“It’s a challenge, but I think it is well worth it. It was good to know that financially if I go down this path, I would be pretty well off. But the biggest motivation for me was helping people in a way that is, so hands-on and you’re making a huge impact in someone’s life,” said Villanueva.
