San Diego (KGTV)- A new affordable housing building with studio- style apartments will be coming soon to East Village. The building will be used to house the homeless. City leaders and developers broke ground on the project this morning. “Every time we get the chance to break ground on another supportive housing opportunity means that we’re going to be able to help dozens of San Diegans who need that supportive services and housing,” says Council Member Chris Ward. The building will have over 70 units for people who have experienced homelessness. There will be at least a dozen more units for those who earn 50% or less of the median average income in San Diego. The 7-story building, which includes parking, will have a glass-encased lobby, community room, laundry facilities, and counseling offices. The project aligns with the mayor’s budget proposal. In the plan, .2 million will be used for homeless programs. City leaders say combating this issue is a priority and San Diegans could see more housing, like The Link building, in the future. “If we can do this one project at a time, we can actually get to the number of units that we need in 2 years to house all of the unsheltered, chronic homeless that we see every day,” says Ward.Developers hope to have the project done by early 2021. 1312

SAN DIEGO (KGTV) - Wednesday, a San Diego City Council Infrastructure Committee was briefed on the progress of a downtown building that’s presently costing taxpayers millions and may end up costing tens of millions more.The 19-story building at 101 Ash Street was supposed to be about saving taxpayers money and improving communication among city employees. But some council members say it’s becoming a symbol for just the opposite."What people need to remember is this is tax-payer money," says Councilman David Alvarez. SAN DIEGO (KGTV) -- Witnesses say a woman was driving at least 100 mph before she crashed into a power pole in the Oak Park area and died early Sunday morning.The crash happened in the 2000 block of 54th Street around 1:30 a.m.According to witnesses, the woman was traveling at approximately 100 mph when she struck a curb, skidded out of control and hit a power pole.The 33-year-old became pinned inside the vehicle after the crash. Firefighters had to use the jaws of life to cut the woman out of the vehicle.The woman died at the scene due to her injuries. SAN DIEGO (KGTV) - U.S. Congressman Duncan Hunter (R-CA) and his wife Margaret were indicted by a federal grand jury in San Diego Tuesday on suspicion of converting more than 0,000 in campaign funds to pay for extravagant vacations and other personal expenses.The Office of the U.S. Attorney for the Southern District of California said the 48-page indictment includes instances from 2009 through 2016 in which the Hunters reportedly used campaign money illegally. The couple is also accused of filing false campaign finance records with the Federal Election Commission.Hunter spoke to 10News about the initial investigation in February 2018 during an appearance on 10News at 6 a.m."There was wrong campaign spending, but it was not done by me. I have trust in the justice system despite what's going on with Trump and Mueller, and the anti-Republican, pro-Democrat forces within the Department of Justice, at the highest levels, and the FBI, at the highest levels. SAN DIEGO (KGTV) - UC San Diego Health unveiled a drone pilot program they are a part of, testing flights containing sensitive medical samples and documents.The idea is to skip over traffic on the ground. "Unfortunately traffic seems to get worse and worse every year so what we're really trying to do is find alternatives for doing that," Matthew Jenusaitis, Chief Administrative Officer at UC San Diego Health said.San Diego is one of nine cities in the country testing the FAA's Integration Pilot Program."So the goal is to establish how the FAA is going to monitor a lot of their drone flights as we move forward," James Killeen, Emergency Medicine Physician and Professor of Emergency Medicine, said. He said this will help determine how other private delivery companies, like Amazon, will operate drones.This drone is three feet by three feet and carries a small UPS box. "The package itself is specially designed, impact resistant, temperature controlled... The container is locked, so only special people can open it," Killeen said.The drone is also equipped with a parachute.The program received FAA certification and authorization and will use low risk flight paths for the deliveries.They worked with the military on how to safely flhy their drone and established a ceiling of 300 feet.The flights themselves are completely automatic.The future, Jenusaitis said, is limitless, "we could potentially be using this to fly samples from our clinic 20 miles away from here, in Rancho Bernardo, to the hospital."Currently they are flying dummy samples. In the coming weeks they will fly medical samples from volunteer patients.There are no cameras on the drones, to ensure privacy of those on the ground. There are people designated to watch the drone when it flies to ensure it gets to it's destination. 1817
