SOLANA BEACH, Calif. (KGTV) -- These days, the only person who can keep Kevin and Nicole Noar positive is their one-year-old son, Deklan.Otherwise, they are tormented."We can't sleep," Nicole says. "You go through so many different feelings and then the worst part is the morning because you just wake up and you keep feeling like it's still real. You just want to wake up and feel like it didn't happen and it did."The couple is living a nightmare, just days after they thought they'd achieved the American dream. They're staying with family in Solana Beach at a time they thought they'd have closed on their dream home in Carlsbad, where they hoped to create a happy childhood for Deklan."All of this was for him," Nicole says. "The house, with the yard, with schools, and so he could have a sibling."But instead, their roughly 5,000 down payment for that home, 60 percent of the purchase price, is now in the hands of a hacker in an account in Singapore. The money, which came from prior home ownership and inheritance, was supposed to go to lowering the couple's cost-of-living. Nicole is a nurse and Kevin is a chef, so they hoped to make the move more manageable. "It's literally all the money that we had to get this house so that we could have a low enough mortgage payment that we could afford," said Nicole. Nicole says she started receiving fake emails from a hacker posing as employees at her escrow company and her real estate agent, who was away due to a death in the family. Kevin says the emails were sent with duplicate signatures and addresses that appeared as contacts in their phones when clicked. The Noars are taking specific aim at their escrow company, saying an employee e-mailed them official wire instructions via unsecured email. The instructions did not have account numbers, but the Noars say the hacker got that email, duplicated the document, and sent it back with account numbers to a bitcoin exchange. The couple took that document to the bank, which did not catch the bitcoin clue. After the wire, Nicole called the escrow company she thought she had wired the money to, which says should have triggered them since they never actually sent her instructions. "They called back, they called to tell me what time the notary would be here the next day to sign our loan docs," Nicole said. The couple is now weighing their legal options and therefore asked 10News not to identify the escrow company. They have also contacted the FBI.The FBI says Californians are the biggest target of these kinds of scams. Many escrow companies have warnings saying never to accept wire instructions via e-mail, and to instead call. Another strategy is to forward all emails to the escrow agent, not just hit reply without looking at the address. In 2019, 50,000 Californians fell victim to internet financial scams, losing more than 3 million, the highest number in the U.S, according to the bureau. "Typically, escrow will send the wire instructions to the buyer via some sort of secured email, so be very suspicious if you receive (unsecured) wire instructions from an escrow or title company, especially if the escrow or title company is not the same title company or the same escrow company that you're dealing with," said Mark Goldman, a loan officer at C2 Financial. SORRENTO VALLEY, Calif. (KGTV) - Another San Diego-based company is moving forward on developing a vaccine for the coronavirus. Sorrento Therapeutics is working on several projects that they believe could lead to viable vaccines or treatments. One of them was announced on Monday. Sorrento Therapeutics said it was partnering with Boston-based Smartpharm to create a gene-encoded antibody vaccine. “In the effort to more quickly resolve the global COVID-19 crisis, our company has initiated a rapidly accelerated program for the identification of potent neutralizing antibodies against SARS-CoV-2 coronavirus antigens that may be used for either treatment or prophylaxis,” said Henry Ji, CEO of Sorrento Therapeutics. Sorrento Therapeutics is also working on another vaccine called the I-Cell project. That vaccine uses a decoy virus to activate a person’s immune system to train it to attack the real virus. It’s also developing a protein called COVIDTRAP that can bind to the receptors on the coronavirus, thus blocking it from being able to bind to the receptors on healthy human cells. If proven succesful, it could be used as a treatment or preventative measure.How long will it take for them to be ready?“That all depends on what leeway the FDA gives us,” said Mark Brunswick, Senior Vice President of Regulatory Affairs at Sorrento Therapeutics. Some members of a large group of migrants who tried to rush the US border from Mexico, prompting the closure of a major border crossing in San Diego, will be deported to their home countries, according to Mexican authorities.About 500 migrants on the Mexican side of the border overwhelmed police blockades near the San Ysidro Port of Entry Sunday afternoon, two journalists at the scene in Tijuana told CNN.Tijuana police arrested 39 people in connection with the attempt to cross the border illegally, the agency said in a statement on Facebook.It said they would be reported to Mexican immigration authorities.Mexico's Interior Ministry earlier said those identified as having tried to cross would be processed for deportation to their home countries. 762

Some motorcycles for the Tempe Police Department are now equipped with upright mounts for semi-automatic rifles.Sergeant Ronald Elcock said the department tested the mounts last year and decided to install them on eight of its motorcycles.In a high-risk situation, Elcock says motorcycles can usually get to a scene much quicker than patrol cars.However, until now, motorcycle officers were only armed with handguns.Elcock said that's been a growing problem, because criminals are using more high-powered rifles and weaponry."We don’t want to go into those situations where we aren’t able to keep the public safe,” said Elcock.Even though the AR-15s are highly visible on the back of the motorcycles, Elcock says they are secured with special technology.“There's a locking mechanism that would prevent anyone, except for the operator, to be able to get at the equipment,” said Alcock.Some worry about the militaristic look of the AR-15s mounted on the back of the motorcycles.“There are people that may be scared to see it,” said Elcock. SPRING HILL, Fla. -- A Florida mother was arrested on Wednesday after deputies say she left her 3-year-old son home alone while she went out drinking. Hernando County deputies responded a home in Spring Hill after receiving a tip that a child was at the home without supervision. Deputies attempted to contact the 3-year-old boy around 2 a.m. on Wednesday. When deputies arrived they saw Kristen Broker, 27, being dropped off at the home. The deputy asked Broker if she knew the child. Broker told the deputy that he was her son. The deputy then asked if she knew whether or not the child was in the home alone.Deputies say that Broker told them that she knew the child was home alone. She told them that he was sleeping inside.Deputies found the young boy awake inside the home. He was in a queen sized bed with no guardrails, according to HCSO. "[The boy] appeared to be scared as to where his mother was," HCSO wrote in a press release.Deputies say that the only other adult who lives at the home was Broker's boyfriend, who was at work.Broker told deputies that she was at a local bar. Deputies say she appeared to be extremely intoxicated. She told deputies that she had been drinking since 1 p.m. on Tuesday, according to HCSO.Broker said she had consumed some rum and cokes and some beers, according to HCSO. Deputies say that she claimed she was only gone for "30 minutes," and that her son was asleep when she left.The child was clearly awake when deputies arrived at the home.Deputies say that Broker appeared almostBroker didn't appear to think it was an issue to leave her child home for any amount of time, according to the arrest affidavit.Broker was arrested on one count of child neglect, booked into the Hernando County Jail under a ,000 bond.
