BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao met here with visiting U.S. President Barack Obama on Tuesday. Both leaders agreed to start cooperation in new fields of space exploration and high-speed railway construction.     Hu said both leaders agreed to deepen cooperation between China and the United States on the basis of mutual benefits in areas such as anti-terrorism, law enforcement, science and technology, agriculture, health care and civil aviation.     The two leaders also initiated to start cooperation in new areas like space exploration and high-speed railway infrastructure construction, and keep promoting greater development in military relations.     Obama and Hu also discussed to expand cultural exchanges between the two nations, especially youth exchanges, and supported both sides to set up a cultural exchange mechanism and to strengthen cooperation on dispatching more students to each other countries.     Obama is paying a four-day visit to China, his maiden trip to China since taking office in January.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. Wu delivered a speech at the meetingThe draft amendment echoed Communist Party of China (CPC) Central Committee General Secretary Hu Jintao, who proposed in a report to the 17th CPC National Congress in October 2007 that rural and urban areas should have equal rights in election of lawmakers.     Wu said the revision was in line with the spirit of the 17th Party congress and the conditions of the country's economic and social development.     It ensured equal representation among people, regions and ethnic groups.     He said the draft amendment to the Electoral Law would be submitted to a bimonthly session in December and a NPC plenary session in March next year for a second and third reading.     Wu also reviewed the NPC's supervisory work this year, especially on the 4-trillion-yuan, two-year stimulus package announced by the central government last November to revive the economy during a global economic slowdown.     The meeting also announced the appointment of two senior officials.     Yuan Guiren, in replacement of Zhou Ji, was appointed minister of education.     Li Xiaofeng was appointed chief procurator of the military procuratorate under the People's Liberation Army to replace Gao Laifu.     At the session, lawmakers also ratified a bilateral treaty on civil and commercial judicial assistance with Brazil.

SANTIAGO, Nov. 20 (Xinhua) -- China is a dynamo of the world economy and is playing a central role in helping a global economic recovery, said Alicia Barcena, executive secretary of the Economic Commission for the Latin America and the Caribbean (ECLAC), on Friday.     "China is part of the world trade of wheat, rice, soya, sugar and others, playing a very important role in the increase of those product exports. The same happens in the case of the minerals and oil," Barcena told Xinhua in an interview.     He said China is one of the most important market for Latin American and the Caribbean products.     "China is being a blessing for the exports of raw materials from Latin America and the Caribbean. But it is also a great exporter (to the region). So, it competes with the countries of this region, mainly with Mexico and the Central American nations," said Barcena.     Trade between China and Latin America has grown tremendously, he noted.     He said Mexico, for example, is beginning to see China as a partner rather than a competitor.     Mexico has given priority to trade relations with China. As a result, the Asian country is now the fifth largest overseas market for Mexican products.     Meanwhile, South America has also improved ties with China.     "All producers see the opportunity of reaching the Chinese market," said Barcena.

  

BEIJING, Nov. 17 (Xinhua) -- The United States and China, the world's first and third largest economies, have pledged to rebalance each other's economy and move in tandem on forward-looking monetary polices for a strong and durable global economic recovery, according to a China-U.S. joint statement released here on Tuesday.     The statement, issued after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, has climaxed the latter's first China trip since he took office in January.     "China will continue to implement the policies to adjust economic structure, raise household incomes, expand domestic demand to increase contribution of consumption to GDP growth and reform its social security system," said the statement.     The United States, in return, will take measures to increase national saving as a share of GDP and promote sustainable non-inflationary growth.     "To achieve this, the United States is committed to returning the federal budget deficit to a sustainable path and pursuing measures to encourage private saving," it said.     President Obama made it clear at an earlier press conference Tuesday afternoon that the rebalancing strategy would require America to save more, reduce consumption and reduce long-term debts.     The statement also said that both sides will pursue forward-looking monetary policies and have "due" regard for the ramifications of those policies for the international economy.     The two also agreed to expedite negotiation on a bilateral investment treaty, and work proactively to resolve bilateral trade and investment disputes in a constructive, cooperative and mutually beneficial manner.     Recognizing the importance of open trade and investment to their domestic and the global economies, the two are committed to jointly fight protectionism in all its manifestations.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said President Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and reject protectionism in all forms in an even stronger stand," he said.     The two sides also reiterated that they would continue to strengthen dialogue and cooperation on macro-economic policies and pledged to honor all commitments made at the first round of the Sino-U.S. Strategic and Economic Dialogue last July, the Group of 20 summits, and the recently concluded APEC Economic Leaders' Meeting in Singapore.     The statement said that both sides commended the important role of the three G20 summits in tackling the global financial crisis, and were committed to work with other members of the G20 to enhance the G20's effectiveness as the premier forum for international economic cooperation.     China and the United States also agreed to work through a cooperative process on mutual assessment to make the G20 Framework for Strong, Sustainable and Balanced Growth a success.     The statement said that both sides welcomed recent agreements by the G20 to ensure that the International Financial Institutions (IFIs) have sufficient resources and to reform their governance structures.     "The two sides stressed the need to follow through on the quantified targets for the reform of quota and voting shares of IFIs as soon as possible, increasing the voice and representation of emerging markets and developing countries in these institutions consistent with the Pittsburgh Summit Leaders Statement," it said.

  

BEIJING, Nov. 16 (Xinhua) -- U.S. Secretary of Commerce Gary Locke said here Monday clean energy technology is one of the most beneficial areas for U.S.-China cooperation and also the only way for the two countries to keep sustained economic growth and combat global climate change.     Locke, who accompanied U.S. President Barack Obama's visit to China, made the remarks at the Sino-U.S. clean energy round table conference held here Monday.     It has been Locke's third trip to China since becoming Commerce Secretary in March.     "The United States and China have the power and indeed an obligation to alter history for the benefit of all people on the planet," he said.     As the world's most productive and innovative economies, the U.S. and China are uniquely positioned to create the solar, wind, biofuel and renewable technologies that the world wants and needs, Locke said.     "We can do it by making clean energy the prime engine of the economic growth in the 21st century," he said.     Locke said he plans to lead an energy and trade mission to China next March, which would include U.S. firms from new energy technology sectors and make stops in Beijing, Shanghai and other cities.     U.S. Secretary of Energy Steven Chu also attended the conference, who expressed optimism about U.S.-China cooperation in the deployment and development of clean energy technology.     The conference was co-hosted by China's State Energy Bureau, U.S. Department of Commerce and Department of Energy, in a bid to advance mutual pragmatic cooperation in clean energy and promote the development of clean energy technology and industry.
