SAN DIEGO (KGTV) - Surveillance pictures were released Tuesday of a woman who San Diego Police believe struck a parked car and critically injured her passenger in Lincoln Park.The crash happened just before 5 a.m. on the 500 block of South 47th St.A woman driving a gray 2010 Mazda 3 moved to the right side of the road and struck an unoccupied, parked SUV, police said.The crash caused a 79-year-old man who was in the back seat of the Mazda to be thrown forward, striking the front passenger’s seat. The man was not wearing a seatbelt. Police said he is not expected to survive significant head and neck injuries.A 39-year-old man who was sitting in the back seat of the Mazda suffered minor injuries.Police said the female driver walked away from the scene before officers arrived. She is described as African-American and in her 50s. SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

She's been manning a phone bank nearly every day for the past few weeks. "It's important for us to get out the vote so we can grab the attention of our decision-makers and get things done," Fields said.Fields is the Government and Public Relations Director for the Asian Pacific Islander Initiative. The group does many things to support and advance its community, including civic engagement."We are the second largest ethnic group after Latinos we are the largest segment among Asian Pacific Islanders," says Fields.According to the San Diego County Registrar of Voters, more than 46,000 special language ballots have been requested in Filipino this year.Fields says there are several factors she thinks will encourage people to vote in record numbers, including having a Filipino candidate on the ballot, such as Todd Gloria, who is running for San Diego mayor."This is the first time someone from our community would be the leader of a city with 1 million-plus residents so that's really exciting," Fields said.The effort to get out the vote has been impacted by COVID-19, but the outreach is all done virtually this year."Phone banking is one way, text banking is another, virtual town hall like we will have Friday," Fields recalls.That town hall is designed to answer questions about how and when to vote. SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Investigators said the driver might be a member of the military. 1127
