(KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. (KGTV)-- Hundreds of strangers came together Sunday morning to clean up the aftermath of Saturday night's La Mesa riots.There is a sense of love and support Sunday morning in downtown La Mesa. Strangers worked collaboratively to reverse the effects of what transpired Saturday. What began as a peaceful demonstration quickly turned into a violent protest. By early afternoon, people were blocking Interstate 8 and taking out their frustrations on SWAT Bearcat vehicles.The pandemonium continued into the night. Police deployed tear gas, protesters set cars and local shops on fire. Looters took advantage of the chaos."[It was] just a crazy scene," La Mesa property owner Tony Gaipa said. He said he was one of the lucky ones. "If you're in front of your building, they kind of left you alone, but the building next door didn't have anybody, and they would just pop the glass," Gaipa said. 10News met John Douglas as he was cleaning up in front of his wife's workplace-- an engineering firm that is now burned to the ground. "I saw signs last night like 'Racism Sucks' and 'Black Lives Matter.' Well, what about the black lives that got affected by this?"As an African American man, he understands people wanting justice, after seeing so much of the opposite. But he says what happened Saturday is not the answer."We can't do stuff like this. This is not helping. It's just wrong," Douglas said. He and hundreds of others spent hours sweeping the asphalt, painting over the graffiti, and drilling over broken walls to repair their beloved downtown. "I've heard nothing but positive things from everyone today," Douglas said. "Couple of bad comments from people driving by, but that's one bad seed. If that doesn't spread, there is no cancer. LA MESA, Calif. (KGTV) - A developer in La Mesa says multi-generational homes could be the key to helping solve San Diego's housing crisis.The Phair Company has plans to build 30 such homes on a 10-acre patch of land near Eastridge Drive. The development is called "La Mesa Summit Estates."The homes will feature an extra master-suite, with a bathroom, kitchenette and separate entry. Families with aging parents or adult children who live at home can use that suite to give them independence, while still keeping the family together."We heard from the community that they wanted to have this," says Austin Dias, one of the partners in the company.The Phair Company did four community meetings to help plan the development. The idea for multi-generational homes came from people who attended. They also heard that people wanted one-story homes to avoid going up and down stairs.After the meetings, the company changed their plans, downsizing the community from 39 to 30 homes and adjusting the floor plans. Now, the development will have 22 single story homes, and eight two-story homes. They range from 2,300 to 3,000 square feet."I love it," says Dr. Karen Childress-Evans, who lives across the street from the land. "It's very conscientious to how society is growing right now. Kids are moving back home, we're taking care of our parents. This is a safe alternative to sending them off someplace else."The company also thinks the cost savings will help in today's housing market."This is just part of what needs to happen in San Diego," says Dias. "It just makes sense to keep families together. "The company has an interest list of around 80 potential buyers. They expect it to grow as word gets out about the project.Dias told 10News he's heard of other companies doing a few multi-generational houses in larger developments, but this is the only one he knows of where every home is built with the extra suite.The project still needs approval from the La Mesa Planning Commission, and then the City Council. Dias says he's hopeful that will happen this summer, so they can break ground and start construction in the fall. He's hopeful that the homes will be ready by this time next year. LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. He was also appointed in 2016 by then-Governor Jerry Brown to serve on The POST Commission on Peace Officer Standards and Training. 2331

LAKESIDE, Calif. (KGTV) -- No one was injured Friday afternoon after a car slammed into a pizza restaurant in Lakeside. The crash happened at Giant Bambino’s Pizza on the 9500 block of Winter Gardens Boulevard before 3 p.m. Witnesses say the man behind the when was an Uber driver who drove to the restaurant to pick up a pizza. A customer inside the store narrowly escaped injury. The woman told 10News she got up from her table just before the car crashed through the restaurant. The manager of the restaurant says gas and electricity was shut off inside the restaurant after the crash. At this time, it’s unclear what exactly led to the crash. 655
