SAN DIEGO (KGTV) -- A stolen cello worth 0,000 has been reunited with its owner. "I was driving home from downtown and I saw it. It was on C and 7th where the mailbox is at and I thought, well this is really weird. And then I got out and I knew what it was right away, so I took it," said Tony Cozano, who found the instrument. The instrument was returned to its owner, John Walz Monday. Walz is the principal cellist for the Los Angeles Opera and has played on more than 1,500 film scores from Titanic to Indiana Jones, even the new Star Wars films. RELATED: Police searching for person who reportedly stole 0,000 cello"I walked in to the house and just burst into tears. It's in perfect shape. There's no damage to it. Happy ending," said Walz in describing being reunited with the instrument. According to police, the cello was stolen on August 8 between 8 and 10 p.m. at the Town and Country Hotel on the 500 block of Hotel Circle North. In a news release, police said someone broke into the hotel room when Walz was away and stole several items. The cello was made by Mario Miralles and is valued at 0,000.  1174

SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. The charter schools are listed below: Valiant Academy San DiegoValiant Academy Los AngelesValiant Academy Santa BarbaraCA STEAM San BernardinoCA STEAM SonomaCA STEAM Sonoma IICA STEAM Santa BarbaraUplift California MontereyUplift California NorthUplift California SouthUplift California Santa BarbaraCalifornia Academy of Sports ScienceCalifornia Academy of Sports Science FresnoCalifornia Vanguard FresnoUniversity PrepUniversity Prep FresnoUniversity Prep San BernardinoCalifornia Prep Sutter K-7California Prep Sutter 8-12 “These defendants engaged in a devious, systematic public corruption scheme on the backs of students, their parents and the public that over time diverted millions of taxpayer dollars into their own pockets,” District Attorney Summer Stephan said. “Our team of investigators and prosecutors uncovered widespread misappropriation of public funds that extends across the state.”Co-defendants in the case who worked under McManus and Schrock at the charter schools reportedly failed to disclose their relationship with the men when starting the schools, claiming to be the schools’ leaders. McManus is charged with 64 counts and is facing more than 40 years in prison if convicted. Schrock is charged with 62 counts and also faces more than 40 years in prison, Stephan said. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. Most of the money obtained from the state ended up in the pockets of McManus and Schrock, the District Attorney's office said. San Diego's District Attorney held a news conference Wednesday morning. SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors. In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski. In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. "We never know how they’re going to view somebody," he said.If the board grants parole, he said the DA’s office will appeal the decision to Governor Gavin Newsom. 2224
