SACRAMENTO, Calif. (AP) — The director of California's unemployment benefits department, Sharon Hilliard, said she will retire at the end of the year. The announcement Friday comes after the agency has been overwhelmed by more than 15 million claims during the coronavirus pandemic. The agency has a backlog of more than 900,000 people still waiting to receive benefits. Hilliard has said the backlog won't be cleared until the end of January. California Labor and Workforce Development Agency Secretary Julie A. Sue praised Hilliard for helping reset the agency's culture. SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom and state legislative leaders have reached an agreement on a bill to temporarily protect people from evictions. Newsom announced the agreement on Friday. The bill would ban evictions for tenants who have not been able to pay their rent because of the coronavirus between the months of March and August. Tenants would have to sign a document saying they have a financial hardship because of the virus. The protections would continue beyond August if tenants can pay at least 25% of their cumulatively owed rent between Sept. 1 and Jan. 31. Evictions could resume on Feb. 1. 635

(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov.
