SAN YSIDRO (CNS) - A pedestrian was struck and killed by a van early Monday morning while he was attempting to cross a San Ysidro street, police said.It happened shortly before 1:10 a.m. in the 400 block of East San Ysidro Boulevard, San Diego police Officer John Buttle said.The unidentified man, believed to be in his 40s, stepped off the east curb of East San Ysidro Boulevard and was struck by a 64-year-old man driving a 1999 Chevrolet Astro van in the northbound lanes, Buttle said.The victim was pronounced dead at the scene, Buttle said.The driver remained at the scene and cooperated with officers, Buttle said.Alcohol or drugs were not believed to be factors in the collision, Buttle said. SAN MARCOS, Calif. (KGTV) - Students at Cal State-San Marcos will spend time Tuesday and Thursday this week painting as a way to process their emotions in the wake of the school shooting in Parkland, Florida.They're making a pair of murals, in conjunction with the Art Miles Project.One mural features 17 peace signs, each with the name of one of the victims of the shooting. The other features a dove with 17 rays of color coming out of it, also honoring the victims.Organizers say it's their way to let the victims know they have support from all over. It also helps the people who are painting sort through their own emotions and grief."I see the healing power that it has," says Joanne Tawfilis, the Director of the Art Miles Project, which organizes the murals.She's been doing murals like this for 20 years. Every time there is a major shooting or natural disaster, she organizes a way for people to paint."It makes me feel good," she says. "But it also makes me feel sad that we’re in a state in the world that this violence continues."Over the last 20 years, the Art Miles Project has been involved in painting 5,000 murals in over 100 countries. All of the materials are donated.In addition to the two murals that students will paint at Cal State-San Marcos, Tawfilis says the public is invited to the Muramid Museum and Art Center this weekend to paint more. 1391

SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

But when the vaccine is ready, some will be racing to be first in line, while others will be cautiously waiting to see how it plays out."Only about half of people get a flu vaccination polls are showing. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. (KGTV) - A well known funeral home in San Marcos wants to add on-site cremation services, but the plan is facing pushback from the community.Allen Brothers Mortuary has filed paperwork with the City of San Marcos to start the project. Meanwhile, people who live nearby have started a petition online to stop it."If this project goes forth, there are serious health risks that could affect YOU," says the petition.The County of San Diego website lists several possible emissions from crematoriums, including, "oxides of nitrogen, carbon monoxide, volatile organic compounds, oxides of sulfur, particulate matter and toxic air contaminants. Emissions of mercury are a specific concern for crematories."It also discusses rules and state laws that companies have to follow to mitigate any emissions, including secondary chambers.People who live nearby say they're worried about the impact it could have on their lives."It's a little disconcerting," says Pam Davidson, who lives in Whispering Oaks Apartments across the street from the mortuary. "There are enough toxins in our environment and around here with traffic and everything like that.""Families have kids here," says Nemai Martinez, who also lives at Whispering Oaks. "We don't know about ashes going up into the air. Plus the smell."In addition to the apartment complex, the mortuary is within steps of the San Marcos Post Office, the San Marcos Senior Center, a small shopping complex and a community park and playground.Karen Allen, the owner of Allen Brothers, says her company is aware of the concerns and wants to make sure her company works with the community.The company sent a statement to 10News that reads, "Linda Allen has heard the concerns of the community and is and has been, an avid supporter and proponent of this community. She wants to be clear that whatever she does here would only be done with the support of her community. Linda and her company have been at this location for nearly 40 years and want to continue that relationship in perpetuity. We are working with our Environmental consultants on addressing the neighbors’ concerns and evaluating whether or not those can be mitigated. We will know more once the studies have been completed." Last year, a crematorium in National City sent black smoke billowing into the air for nearly 30 minutes after a door was mistakenly left open.
