He had such a troubled and haunted journey when I first signed him that I wasn’t aware of because he did it all with a smile. One of the nicest and sincere kids you could ever meet. About 5 years ago I created a alternative rap group for him and @Kehlani along with a few other talented young artist called “PWD”. They were all so dope that I invested hundreds of thousands of dollars in them. They had amazing songs with @E40 @losangelesconfidential @djpremier and more. They toured with @therealtechn9ne and even performed on Wildnout, at SXSW and other festivals. And Bowers was the energy of the group, a writer, rapper, singer, skateboarder.??! The kid could do it all, but like most of us he had his own demons and darkness that he struggled with. We would often talk about God and Spirituality and he got to a place where it all was confusing for him and he couldn’t trust anyone. I told him I would always have his back and would be there for him so when I got the call today that he slit his throat and then immediately after the San Diego police shot him numerous times. My heart sunk. Through the grace of the Most High Ryan Bowers is still here with us, but he needs your prayers and positive energy. WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security. That agency is charged with identifying child sex offenders and is the sole agency that can add or remove someone from the list.Affected passport holders will be able to travel abroad on their current passports until the revocations are formalized, the department said, and it wasn't immediately clear when immigration and homeland security officials would provide that list.A spokesman for U.S. Immigration and Customs Enforcement said the agency was "exercising additional vetting procedures" to produce those names and that it is a "priority," but could not say when they would be sent to the State Department.Critics say the passport requirement will limit the ability of those affected to lawfully travel abroad.The State Department said the language in the passports "will not prevent covered sex offenders from departing the United States, nor will it affect the validity of their passports."However, it also noted that American citizens, like those of other nations, are subject to the entry laws, rules and requirements of countries they wish to visit. Katelynn Hardee of Breeze Hill Elementary overheard a student’s mother saying she had a hard time paying for an after-school program. Katelynn asked her mom if they could open a hot cocoa and cookie stand to raise money for other families. VISTA, Calif. (KGTV) -- Jury selection is expected to take all week in the trial of former NFL tight end Kellen Winslow II. The San Diego football star and son of Chargers Hall of Famer Kellen Winslow Senior pleaded not guilty to charges that he raped two homeless women in Encinitas last year. He's also charged with raping an unconscious seventeen-year-old girl back when Winslow was nineteen. Prosecutors say he was out of custody on million bail in connection with the felony case when he got in trouble again. Prosecutors say he fondled himself in front of a 77- year-old woman at a Carlsbad gym, asked her if she liked it, and groped her while she was in a hot tub at the same gym.Jan Ronis is a San Diego defense attorney not affiliated with the case, but watching it closely. "From what I've seen at the preliminary examination, everyone that testified seemed to have a lot of credibility. These were older women, you would extend the greatest credibility to that kind of witness," said Ronis. Winslow played ten seasons with the NFL. His defense team is reportedly planning to call two psychiatrists to testify. It's unclear if CTE, or Chronic traumatic encephalopathy will play a role in that defense. Ronis says it might not make a difference. "You can still be responsible for your conduct , criminally responsible, after having sustained a traumatic brain injury or something of that nature. It's different than say, your mental health issue was such that rendered you incapable of understanding the nature of your conduct that you couldn't understand the difference between right and wrong, " said Ronis.
