SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

It was a two day process. “Just Call Us” Volunteers prepared the food, from scratch, before serving it to the homeless. The volunteers made enough to feed over 400 people. Early this afternoon, the chefs and volunteers delivered the food to three different shelters. The largest being the Alpha Project tent, in Downtown. “We all appreciate it. They all deserve a good meal,” says a staff member with the Alpha Project. Over a dozen volunteers donated their time at the Alpha Project. More volunteers visited Rachel’s Women’s Shelter and San Diego Center for Children. All of the items are donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Market. SAN FRANCISCO (AP) — Pacific Gas & Electric Co. power lines may have started two wildfires over the weekend in the San Francisco Bay Area, the utility said Monday, even though widespread blackouts were in place to prevent downed lines from starting fires during dangerously windy weather.The fires described in PG&E reports to state regulators match blazes that destroyed a tennis club and forced evacuations in Lafayette, about 20 miles (32 kilometers) east of San Francisco.The fires began in a section of town where PG&E had opted to keep the lights on. Just as law enforcement and educators are speaking out about the tragedy, so is the medical community."There's no more of a horrible feeling than to tell a family member that their child is now deceased and no longer can play," Jeffery Upperman, MD, said. Vanderbilt Children's Hospital's Surgeon-In-Chief, Dr. Upperman said Thursday morning's incident hit home. He is a long-time resident of Los Angeles County, who just recently transferred to Tennessee. "Hearing about the tragedy, I could've been one of those trauma doctors in the bay."He is in San Diego this week with more than 500 medical professionals at the Pediatric Trauma Society Conference, to learn about the latest medical treatments that focus on the care of injured children. Dr. Peter Masiakos is the Pediatric Trauma Director at Massachusetts General Hospital. He is speaking about the effects of gun violence. "We all know that it's far better to act on the side of prevention, instead of acting to fix the wounds," Dr. Masiakos said. He said too many kids come into the E.R. with gunshot wounds - via homicide, accident, or suicide. He said new federal policies need to be enacted to protect them, just like seat-belt legislation and the fight against tobacco."We have to engage the community like in the same way that Dr. C. Everett Koop did almost 40 years ago when he identified the issue of smoking and mitigated that," Dr. Masiakos said. They said school shootings are no longer just a gun issue, a school issue, or a law enforcement issue. They said it is a public health crisis."Physicians, seeing what we see, we are in our lane, and we talk about the issue of gun violence as we know what it is.
