A lost Purple Heart award returned home on Wednesday. Tucson Police say one of their officers recovered a Purple Heart award from a local pawn store several months ago. But with the help of Purple Heart Reunited, they were able to track down the owner of the award and his family.The award belongs to Colonel Leon Elie Lyon. TPD held a ceremony today to return the Purple Heart to the family. Officer Jim Caccavale from TPD presented the Purple Heart to the recipient's grandson, Glen Lyon. There was also a representative from Purple Hearts Reunited. Lyon entered active duty on May 8, 1917 during World War I as an Engineer Officer. He graduated from Tulane University with a degree in science in 1894. After one month serving in WWI, he was promoted to Major and 13 days after that, promoted to Lieutenant Colonel. During his service in France, Lyon was wounded and received the Purple Heart. He survived the war and was honorably discharged on Oct. 15th, 1919. He entered service again less than a year later and served until the early 1940's, making the rank of Colonel in 1942.Colonel Lyon married Emily Cornelia Knapp Lyon in 1907. She died young in 1938. The couple had one child, Oliver Day Lyon. Oliver served as a colonel in the U.S. Air Force and saw service in WW2, Korea, and Vietnam. Colonel Leon E. Lyon passed away on Dec. 9, 1943. He is buried in Arlington National Cemetery.  1452

A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. They said the city water department met their concerns with indifference, ultimately leading some to get shut off notices."We sincerely apologize to all customers that have been affected by this situation," said City Public is Utilities Director Vic Bianes. Bianes said the department has added staff to work on resident concerns, is waiving fees for meter tests, and is having supervisors sign off on daily work. The department is also promising not to shut off water for anyone disputing a bil. "You have my word and that of my team that we're doing everything we can to correct this challenging situation," Bianes said.Councilmember Chris Cate said he was glad to see the changes being made."The initial response to these concerns was lackluster," he said. The department says it has refunded 641 bills so far, with the average about 0. Councilman Dave Alvarez, who chaired the meeting, said he's still lacking answers about what caused the spikes."Good news for the consumer," he said. "Not good news for understanding what's happening here."  1811

A convicted felon was arrested Friday morning after he broke into a random apartment and was discovered sleeping on a Rittman couple's couch, police said.Eric Branhan, 36, is charged with aggravated burglary.Police said Branham crawled through a window, busted some blinds and entered the apartment. He ate several pieces of candy from an Easter basket and then fell asleep on a living room couch.The couple who lives there, Jaclyn Fortner and Derek Jenkin, made the creepy discovery just after 6 a.m. local time."We kept saying like, 'Who are you? What are you doing?' And, no response, Fortner said.Jenkin continued to scream at the man while on the phone with a 911 operator."Get out of here! Let's go! Come on!"Police said Branham left the apartment but lingered around the complex and was arrested.Officers found two knives and prescription medication on the suspect."It's kind of scary, especially thinking what's out there, so he could have woke up angry and like escalated the situation," Fortney said.According to state records, Branham has spent time in prison for forgery, possession of drugs, illegal possession of drugs and burglary.Branham was on post release control following his release from prison in 2017.Rittman is located in northeast Ohio, about an hour south of Cleveland.   1335

  

A Florida Congresswoman is asking her state’s inspector generals to open an investigation into a recent raid on the home of a fired data scientist. This is the latest in growing criticism of the raid.Representative Debbie Wasserman Schultz released a statement Wednesday saying Governor Ron DeSantis “has chosen to abuse Florida’s law enforcement and judicial systems to persecute Rebekah Jones, a scientist who dared to critique his oft-maligned and suspect COVID-19 data.”“The governor’s abuse of power must be investigated immediately by Florida’s relevant inspectors general,” Schultz went on to say. 612

  

A man accused of gunning down an international student at the University of Utah on Monday has been captured after an overnight manhunt, authorities in Salt Lake City said.Both Austin Boutain and his wife, Kathleen, are in custody, police said. The couple also were wanted for questioning in connection to the death of a man several days ago in Golden, Colorado, according to University of Utah Police Chief Dale Brophy.Austin Boutain, 24, was arrested Tuesday, Salt Lake City police said in a tweet.The victim in Golden, who has yet to be identified, died within the last three to five days in a recreational vehicle, Brophy said.Golden Police Department Capt. Joe Harvey stressed that the Boutains are persons of interest, and not suspects, in the Colorado death. Details of the death were "cloudy," he said, but there was a nexus between the Utah and Colorado cases and police would like to interview the couple."We just know they were here," he said, speaking in front of the RV where the body was found.Kathleen Boutain, 23, was booked into the Salt Lake City jail until Golden authorities can question her, Brophy said. Inmate records indicate she was charged Monday with theft by receiving stolen property, possession or use of a drug paraphernalia and possession or use of a controlled substance.Before he was captured, Salt Lake City police had asked people Tuesday morning to stay away of the Emigration Canyon area, just a few miles east of the university, as the search for Austin Boutain continued.Around 11 a.m., Salt Lake City police tweeted that the "mountain search for Austin Boutain has been completed" and that the suspect was "still outstanding."Just before noon, the department tweeted that the suspect was in custody.A criminal background check did not yield immediate results for Austin Boutain, though police distributed mugshots indicating he had been arrested in Marion County, Alabama, in the past. Austin Boutain has connections to Minnesota, Wisconsin, Mississippi, Utah and Alabama, said Harvey, who did not elaborate.  2063
