Federal officials are considering requiring that all travelers — including American citizens — be photographed as they enter or leave the country as part of an identification system using facial-recognition technology.The Department of Homeland Security says it expects to publish a proposed rule next July. Edward Markey, D-Mass., said Tuesday he will introduce legislation to block the plan and prohibit U.S. citizens from being forced to provide facial-recognition information. He said a recent data breach at Customs and Border Protection shows that Homeland Security can’t be trusted with the information.Facial recognition is being tested by several airlines at a number of U.S. airports. American citizens are allowed to opt out of being photographed, although a 2017 audit by a federal watchdog agency found that few U.S. travelers exercised that right — barely more than one per flight.Federal law requires Homeland Security to put into place a system to use biometrics to confirm the identity of international travelers. Government officials have made no secret of their desire to expand the use of biometrics, which they say could identify potential terrorists and prevent fraudulent use of travel documents.Homeland Security announced the possibility of expanding biometrics to U.S. citizens in a recent, brief filing. A spokesman for U.S. Customs and Border Protection, part of Homeland Security, said there would be a chance for the public to comment on any change in regulations.In a November 2018 report, Homeland Security said facial recognition is the best biometric approach at borders because it can be done quickly and “with a high degree of accuracy.” The agency said privacy risks “are mostly mitigated.” Photos used to match Americans to their identities are deleted within 12 hours, according to the report.Jay Stanley, a policy analyst for the American Civil Liberties Union, said the government has told the public and Congress repeatedly that American citizens would be exempt from mandatory biometric screening.“This new notice suggests that the government is reneging on what was already an insufficient promise,” Stanley said in a statement. “Travelers, including U.S. citizens, should not have to submit to invasive biometric scans simply as a condition of exercising their constitutional right to travel.” 2449

Four Michigan teens who pleaded guilty to throwing a rock off a highway overpass that killed a man were sentenced as adults in a Michigan courtroom on Tuesday.They were ages 15 to 17 when they threw rocks onto I-75 in October 2017 in Genesee County. They called it "overpassing." A six-pound rock went through the windshield of 32-year-old Kenneth White's car as he was driving, killing him. The teens were initially charged with charged with second-degree murder but pleaded guilty to a reduced charge of manslaughter. I gasped out (when I saw them)" Genesee County Prosecutor David Leyton said during the teens' trial in 2017.Genesee County Circuit Court Judge Joseph Farah sentenced Alexander Miller, Trevor Gray, Mikadyn Payne and Mark Sekelski to adult prison, rejecting their defense attorneys’ arguments they should be sentenced as juveniles.The judge gave them until Aug. 20 to withdraw their pleas. Their defense attorneys outside of court called the sentence emotional and political.The mother of the victim, Teresa Simpson, applauded the sentence in court and later said her son, “gets the justice he deserves. He’s happy now. He can rest.”The case pointed to the fifth teen, Kyle Anger, who was 18 at the time of the incident, as the one who planned the prank. He loaded up his pickup with rocks and threw the rock that killed White. He pleaded guilty to second-degree murder and faces several more years in prison when he is sentenced at a later date.Leyton said he didn't think the boys intended to kill anyone when they threw the rocks."I don't think they said, 'OK, we're going to kill Kenneth White when he comes hurtling down the road," Leyton said. "But I do think they said, 'We are going to throw a rock down at the next car that goes by and try to hit it.'"The four teens sentenced Tuesday could be out of prison sometime in 2020. For the first time, an object in our solar system has been found more than 100 times farther than Earth is from the sun.The International Astronomical Union's Minor Planet Center announced the discovery Monday, calling the object 2018 VG18. But the researchers who found it are calling it "Farout."They believe the spherical object is a dwarf planet more than 310 miles in diameter, with a pinkish hue. That color has been associated with objects that are rich in ice, and given its distance from the sun, that isn't hard to believe. Its slow orbit probably takes more than 1,000 years to make one trip around the sun, the researchers said.The distance between the Earth and the sun is an AU, or astronomical unit -- the equivalent of about 93 million miles. Farout is 120 AU from the sun. Eris, the next most distant object known, is 96 AU from the sun. For reference, Pluto is 34 AU away.The object was found by the Carnegie Institution for Science's Scott S. Sheppard, the University of Hawaii's David Tholen and Northern Arizona University's Chad Trujillo -- and it's not their first discovery.The team has been searching for a super-Earth-size planet on the edge of our solar system, known as Planet Nine or Planet X, since 2014. They first suggested the existence of this possible planet in 2014 after finding "Biden" at 84 AU. Along the way, they have discovered more distant solar system objects suggesting that the gravity of something massive is influencing their orbit.Farout was found using the Japanese Subaru 8-meter telescope on Hawaii's Mauna Kea in November. Follow-up observations with Carnegie's Las Campanas Observatory's Magellan telescope in Chile determined its path, brightness and color."This discovery is truly an international achievement in research using telescopes located in Hawaii and Chile, operated by Japan, as well as by a consortium of research institutions and universities in the United States," Trujillo said in a statement. "With new wide-field digital cameras on some of the world's largest telescopes, we are finally exploring our Solar System's fringes, far beyond Pluto."In October, the team announced the discovery of "the Goblin" at 80 AU; it's so named because the distant solar system object was first spotted near Halloween.It's unlikely that these objects are influenced by the gravity of gas giants Neptune and Uranus because they never get close enough to them -- which indicates that something else is determining their orbits.Farout's orbit is yet to be determined."2018 VG18 is much more distant and slower moving than any other observed Solar System object, so it will take a few years to fully determine its orbit," Sheppard said in a statement. "But it was found in a similar location on the sky to the other known extreme Solar System objects, suggesting it might have the same type of orbit that most of them do. The orbital similarities shown by many of the known small, distant Solar System bodies was the catalyst for our original assertion that there is a distant, massive planet at several hundred AU shepherding these smaller objects." 3114
