WATCH FULL INVESTIGATIVE REPORT, TONIGHT ON 10NEWS at 6PMSAN DIEGO (KGTV) -- A North County couple said they paid a company thousands of dollars to put in a new kitchen, but that company never finished the job.Months after signing the contract, they learned the guy in charge was the subject of multiple Team 10 investigations and had his license revoked by the Contractors State License Board.“Maybe I was just naive, but it was an eye-opener,” said homeowner Mark.Mark asked 10News not to use his last name.He said while he and his wife were out of town a leak under the sink flooded their kitchen.The couple hired a mitigation company to take care of the damage but needed a restoration company to build it back up.They came across Mark Morningstar, who came highly recommended by a user on the website Nextdoor."One of the recommendations we got was through Maria, and Maria posed as a satisfied client,” Mark said. “She said, 'Hey, I know this person Marc Morningstar, he can do cabinet work, and he can do granite work. He can do basically everything.'"Maria Meeuwisse was the listed author of Mark's recommendation, she is also the license holder for Quality Painting SoCal.According to customers who spoke with Team 10, this is the same company where Morningstar works.State records show the license was issued in August 2018 for a painting and decorating contractor.Team 10 found postings on NextDoor from someone with the same name as Meeuwisse - talking up Morningstar and the company.Thinking the reviews were real, Mark and Diana said they hired Quality Painting SoCal to fix their kitchen."He (Morningstar) said ya I can do all this quote-unquote,” Mark said. “I can act as your quarterback and take care of everything for you.”Mark said Morningstar promised it would take about two weeks for the new kitchen and cost around ,000.So that's what Mark and Diana authorized on their credit card.Mark said Morningstar brought in contractors to do the work, but things quickly went south.They said the granite was installed incorrectly, cabinets weren't lining up, and eventually, crews stopped showing up, leaving Morningstar to do it himself."There would be a week, two weeks where he wouldn't show up, and the weeks he did show up, he would show up for a day, and during that day he would show up for a few hours, and it was clear he didn't know what he was doing,” Mark said.Mark said months after Morningstar started the job, the kitchen wasn't done and Morningstar stopped showing up."We googled Marc (Morningstar), and the investigative news came up immediately -- hit number one,” he said. “We watched the video and were like, "Oh my god, that's that guy.'”A 2017 Team 10 investigation exposed Morningstar's criminal business practices. Several former customers complained he took their money but never finished installing the fake grass. Team 10 also learned Morningstar had done some of the work after his contractor's license was suspended. According to a spokesman for the California Contractors State License Board (CSLB), when a license is suspended, no contracts can be signed, no money can be paid, and no work can be done.Morningstar was also accused of using another contractor's license number.The CSLB eventually revoked Morningstar’s license.Court records show in September 2018, Morningstar pleaded guilty to diversion of construction funds, grand theft of personal property and improper home improvement contract procedure.Team 10 went to the listed address for Quality Painting SoCal to ask Morningstar about Mark and Diana's complaints.A woman who identified herself as Maria Meeuwisse, the company’s license holder, answered the door and said Morningstar wasn’t there.Team 10 investigator Adam Racusin told Meeuwisse customers are saying Morningstar is doing work without a contractor's license.“Which is not true and we’ve been talking with the CSLB about that,” she said.While asking Meeuwisse questions, a man who looked like Morningstar came in through a back entrance.Team 10 investigator Adam Racusin tried to talk to the man, but Meeuwisse closed the door.On Tuesday, the Contractors State License Board added disclosures to Quality Painting SoCal’s license. A disclosure means the CSLB has an open investigation against the company and has disclosed on its website that it believes there is evidence of a probable violation that would lead to either a suspension of revocation of the company’s contracting license and/or criminal prosecution. CSLB’s investigation is open. There are no criminal charges at this time.The two violations CSLB is investigating are a departure from trade standards or specs and willful or fraudulent act.On Wednesday a spokesperson for the CSLB told Team 10 the company notified state officials it plans to shut down and cancel Quality Painting SoCal's license.Mark and Diana said since they paid Morningstar on their credit card, they were able to dispute the charges with the credit card company.While they were able to get their money back, they said they had to pay someone else to re-do most of the work. 5092

Weeks ago, it was thought that the US was on its way to reopening the economy with the coronavirus no longer posing the threat to the nation it once did.And then increases of testing have shown in recent weeks the virus is not only more prevalent than previously thought, but is spreading at a faster rate.Last Friday, Texas Gov. Greg Abbott ordered the states bars to close. Fellow Republican Gov. Ron DeSantis of Florida made a similar announcement, prohibiting on-site alcohol consumption at bars.Come Monday, Arizona Gov. Doug Ducey also closed bars in his state. The sudden reversal came out of necessity as all three states are concerned that hospitals could be overwhelmed with COVID-19 patients.So what makes bars uniquely dangerous?Bars are largely places meant for extended social interaction. That has led to several recent outbreaks of the virus.For instance, there were at least 100 reported cases tied to an outbreak in the Tigerland nightlife district in Louisiana. A group of 16 friends all tested positive for the virus after a visit to a bar, according to local reports."It seems like the largest growing sector of cases in the United States seems to be in the 18 to 40 year old range," Zach Jenkins, Associate Professor of Pharmacy Practice at Cedarville University. "Bars also seem to be a common source that infections are springing from. In my estimation, what we're seeing is the direct result of lockdowns easing up. Bars were physically closed throughout the country, people had minimal to no access to alcohol, and many people canceled their vacation plans. "Bars are often social experiences by nature, and younger crowds are more likely to frequent them. When alcohol consumption is added to the mix, people are less likely to keep their distance or practice other behaviors that limit the spread of the virus. Another layer to consider is that many bars lack outdoor seating in larger cities may have limited outdoor seating. Add all of that together, and you start to see why bars seem to be such a hot spot for activity."The CDC still encourages people to remain six feet apart and wear masks in public settings, which could be a challenge consuming alcohol while in a crowded bar.The CDC has released guidelines for the public to decide on whether it's safe to visit places such as bars and restaurants. Those guidelines can be viewed here.In DeSantis’ opinion, people were not following guidelines.“So folks just follow the guidelines, we're in good shape,” DeSantis said. “If you depart from that, then it becomes problematic. WASHINGTON (AP) — The U.S. has charged two alleged agents of Iran, accusing them of conducting covert surveillance of Israeli and Jewish facilities in the United States and collecting intelligence on Americans linked to a political organization that wants to see the current Iranian government overthrown.Earlier this week, Ahmadreza Doostdar, 38, a dual U.S.-Iranian citizen born in Long Beach, California, and Majid Ghorbani, 59, who has lived and worked in Costa Mesa, California, since he arrived in the United States in the mid-1990s were charged with acting as illegal agents for Tehran. Ghorbani, who was surveilled by U.S. agents, became a legal permanent resident of the United States in 2015.Their arrests come as the Trump administration ratchets up pressure on Iran. The administration recently re-imposed sanctions on Iran to deny Tehran the funds it needs to finance terrorism, its missile program and forces in conflicts in Yemen and Syria.According to a criminal complaint filed in U.S. District Court in Washington, Doostdar allegedly conducted surveillance in July 2017 on Rohr Chabad House, a Jewish student center at the University of Chicago in Hyde Park. The surveillance included security features around the center.Mary Manning Petras, a federal defense lawyer, said a court hearing in the case is set for Sept. 6.Jonathan Greenblatt, national director of the Anti-Defamation League, applauded the arrests and thanked the FBI for "disrupting the alleged intelligence gathering efforts of the Islamic Republic of Iran, a nation with a long record of involvement in, and support for, terror attacks against Jewish and Israeli institutions."In September 2017, Ghorbani allegedly attended a Mujahedin-e Khalq rally in New York City where he photographed people protesting against the current Iranian government.The MEK, despite deep ideological differences, were partners with Ayatollah Ruhollah Khomeini in the 1979 revolution that toppled the U.S.-backed Shah Mohammad Reza Pahlavi. Following the revolution, the MEK quickly fell out with Khomeini and launched an armed revolt against Khomeini's new theocracy. The group is outlawed in Iran and was listed as a terrorist organization by the State Department until 2012.In late 2017, Doostdar returned to the United States from Iran and made contact with Ghorbani in the Los Angeles area. Doostdar allegedly paid Ghorbani about ,000 in cash for 28 photographs taken at the September 2017 rally.The photographs had hand-written annotations identifying the individuals in the photos. These photographs, along with a receipt for ,000, were found concealed in Doostdar's luggage as he transited a U.S. airport on his return to Iran in December 2017.In May, Ghorbani attended the MEK-affiliated 2018 Iran Freedom Convention for Human Rights in Washington. During the conference, Ghorbani appeared to photograph certain speakers and attendees, which included delegations from across the United States. On May 14, Doostdar called Ghorbani to discuss the clandestine ways Ghorbani could use to get the information to Iran."Doostdar and Ghorbani are alleged to have acted on behalf of Iran, including by conducting surveillance of political opponents and engaging in other activities that could put Americans at risk," said John Demers, assistant attorney general for national security.The indictment charged Doostdar and Ghorbani with knowingly acting as agents of the government of Iran without notifying the U.S. attorney general, providing services to Iran in violation of U.S. sanctions and conspiracy. Both defendants were arrested on Aug. 9, pursuant to criminal complaints issued by the U.S. District Court for the District of Columbia.The FBI's field offices in Washington and Los Angeles investigated the case, which is being prosecuted by the national security section of the U.S. Attorney's Office for the District of Columbia and the Counterintelligence and Export Control Section of the National Security Division of the Justice Department.In March, the Justice Department announced charges against nine Iranians accused of working at the behest of the Islamic Revolutionary Guard Corps to steal large quantities of academic data from hundreds of universities in the United States and abroad as well as email accounts belonging to employees of government agencies and private companies. 4374
