SHANGHAI, Dec. 21 (Xinhua) -- A senior Chinese leader has urged Shanghai, the country's major economic hub, to use the global financial crisis as a driving force to pursue economic restructuring. Jia Qinglin (C), chairman of the National Committee of the Chinese People's Political Consultative Conference and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visits Shanghai Electric Nuclear Power Equipment Co. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

BEIJING, Dec. 19 (Xinhua) -- Chinese Vice President Xi Jinping said here Friday that universities should pay more attention to the Communist Party of China (CPC) organ development on campus.     Party organs on campus are an important mechanism to unite and organize teachers and students, Xi said at a meeting here on CPC organ development on campus.     It will also help the universities to improve students' virtue and foster talents that fit the need of the country, he added.     Xi appreciated the great progress Chinese universities have made in developing CPC organs on campuses in the past three decades.     The CPC work shall always serve the reform and development of universities and personal development of students, he said. BEIJING, Dec. 10 (Xinhua) -- A compensation scheme for families of sickened and dead babies in the tainted milk powder scandal, which caused a food safety scare in China, is under review, a Health Ministry spokesman said on Wednesday.     The ministry is collecting medical records and checking statistics to make preparations for compensation, spokesman Mao Qun'an told reporters.     Mao said he "has not been authorized to release details" about the compensation plan but assured the media that relevant departments are working on it and will release the results after the plan is adopted.     Mao also said local governments paid a large amount of money for hospital ultrasound equipment and medication after more than 22 million children needed testing after drinking formula containing an industrial chemical known as melamine. That testing started in September.     Children who were confirmed to have developed kidney stones received free treatment.     The ministry said earlier it was likely six babies died from drinking toxic milk powder. Another 294,000 infants suffered from urinary problems such as kidney stones.     The General Administration of Quality Supervision, Inspection and Quarantine publicized the names of 22 dairy companies which produced milk products containing melamine after milk powder produced by Sanlu Group was found to contain the banned chemical in mid September.

BEIJING, Jan. 24 (Xinhua) -- China Saturday expressed "serious concerns" over India's anti-subsidy investigation on sodium nitrite on Jan. 14 and probe into the special safeguard measure of sodium carbonate on Jan. 16.     Following bilateral consultations, China has urged domestic businesses to contact their Indian peers and solve trade issues through talks and cooperation, Yao Jian, spokesman of the Ministry of Commerce, said in a statement.     But India didn't respond to Chinese efforts and launched its first anti-subsidy probe over Chinese-made sodium nitrite, Yao said. "China expresses dissatisfaction over it," he noted.     China also expressed resolute opposition to India's probe into the special safeguard measure of sodium carbonate, the spokesman stated.     The probe not only hurts the legitimate rights and interests of Chinese businesses, but has negative impact on the stable bilateral trade relations, Yao said.     The current global financial crisis has serious impact on the economies worldwide and all nations need to boost cooperation in fighting the crisis, he said.     China hoped that India could show prudence and restraint in using trade remedies, as trade protectionism could only add to the grim world trade situation.     He added that China and India should step up consultations and promote cooperation among industries from the two developing nations.
